Job Overview:
The Programme Specialist (Gender and Disability Inclusion) will report to the Deputy Representative - Programme and is responsible for providing expert technical advice and operational support to ensure that gender, disability, and adolescent development are integrated into UNICEF’s advocacy, policies, and programs. This role involves updating situation analyses, conducting assessments, and ensuring alignment with UNICEF’s Strategic Plans and national priorities. The incumbent will work collaboratively across sectors to enhance adolescent rights and participation, ensuring that the voices of children and adolescents are considered in all program cycles. The position also requires planning and monitoring of program resources, supporting data systems, and generating knowledge on the situation of children with disabilities and adolescents.

Duties and Responsibilities:
  • Country Programme Development and Planning: Update situation analyses, conduct assessments, and ensure alignment of policies and frameworks with UNICEF’s Strategic Plans.
  • Programme Management: Collaborate with monitoring and evaluation initiatives, support high-quality reporting, and oversee program resources.
  • Advisory Services: Provide technical advice to government officials and partners, participate in strategic discussions, and prepare policy papers.
  • Advocacy and Networking: Lead advocacy for children with disabilities and adolescent rights, build partnerships, and represent UNICEF in discussions.
  • Innovation and Knowledge Management: Promote innovative approaches, support capacity building initiatives, and disseminate best practices.

Required Qualifications:
An advanced university degree in gender, development studies, law, anthropology, psychology, sociology, education, or a relevant technical field is required. A minimum of five years of professional experience in social development planning, particularly in gender equality and disability inclusion, is essential. Relevant experience in development, fragile settings, and humanitarian contexts is desirable, along with experience working with children or adolescents and women’s organizations. Experience in a UN system agency is an advantage.

Educational Background:
Candidates must possess an advanced university degree in fields such as gender, development studies, law, anthropology, psychology, sociology, education, or another relevant technical area. This educational background is crucial for understanding the complexities of gender and disability inclusion in programming.

Experience:
The position requires a minimum of five years of professional experience in social development planning, particularly in areas related to gender equality and disability inclusion. Experience in adolescent development programming and working in development or humanitarian contexts is highly desirable. Candidates with experience in UN agencies or organizations will have an advantage.

Languages:
Fluency in Bahasa Indonesia and English is mandatory. Additional language skills may be beneficial but are not specified as requirements.
