Job Overview: The Consultant will play a crucial role in enhancing the coordination and implementation of WASH services in Kenya. This position involves designing and facilitating a high-impact workshop aimed at aligning government stakeholders around key bottlenecks in service delivery. The consultant will work closely with various ministries, county governments, and utilities to identify practical solutions that can be immediately deployed to improve service delivery and meet financing requirements. The overarching goal is to create a roadmap that facilitates coordinated implementation and effective use of available financing, particularly from the World Bank. The consultant will engage in a structured process that includes stakeholder mapping, problem framing, workshop facilitation, and synthesis of outputs into actionable plans.
Duties and Responsibilities: The consultant will be responsible for structuring the engagement across three phases: 1) Rapid System Diagnostic & Stakeholder Alignment, where they will identify constraints preventing effective coordination and service delivery; 2) Co-Creation Workshop Design & Facilitation, which involves driving a solution-oriented workshop that produces actionable outputs; and 3) Synthesis and Roadmap Development, where the consultant will consolidate workshop outputs into a clear roadmap for implementation. Key tasks include stakeholder mapping, targeted consultations, workshop design and delivery, problem validation, solution co-design, and roadmap development. The consultant will also be expected to produce various deliverables, including reports and action plans, throughout the consultancy period.
Required Qualifications: The ideal candidate must be a Kenyan National or have permission to work in Kenya, with 8-10+ years of experience in public sector reform, government delivery, systems strengthening, WASH, or related fields. They should have demonstrated experience working with government institutions to improve service delivery and coordination. The consultant must possess strong analytical and synthesis skills, with the ability to produce practical outputs under tight timelines. Additionally, they should have experience facilitating politically sensitive workshops and translating outputs into actionable roadmaps with clear responsibilities and KPIs.
Educational Background: A relevant educational background is required, typically including a degree in public health, social sciences, international development, or a related field. Advanced degrees or specialized training in WASH or public sector management may be preferred.
Experience: Candidates should have substantial experience, ideally 8-10 years, in areas related to public sector reform, WASH service delivery, or development finance. Experience in facilitating workshops and working with government stakeholders is essential, as is a strong understanding of Kenya's devolved governance system and the challenges faced in service delivery.
Languages: Fluency in English is mandatory, while knowledge of Kiswahili or familiarity with local Kenyan contexts is considered an advantage. This linguistic capability will enhance communication with stakeholders and facilitate effective engagement during the consultancy.
Additional Notes: The consultancy is expected to last for approximately 6 weeks, with a total of up to 25 consultant days. The payment terms include an upfront mobilization fee, milestone payments after workshop completion, and final payment upon project completion. The consultant will be required to submit a detailed budget based on proposed daily rates and any travel or reimbursable costs. The position is focused on full-time engagement during the consultancy period.
