Job Overview: The Finance Director serves as the senior finance leader for Action Against Hunger in South Sudan, overseeing the full financial management of the country office in accordance with both Action Against Hunger's financial management requirements and local legislation. This role is crucial for ensuring the integrity of accounting practices, monitoring financial performance, and providing support for the management of the country finance portfolio throughout the lifecycle of all grants. The Finance Director will lead the finance function, develop high-quality budgets for proposals, and ensure compliance with donor regulations. This position is based in Juba and is responsible for managing a complex financial environment with monthly spending levels exceeding $1.5 million. The Finance Director will also ensure proper administration of sub-awards to partner organizations and uphold the highest standards of transparency and accountability.
Duties and Responsibilities: The Finance Director's responsibilities encompass a wide range of essential functions, including:
Accounting and Financial Integrity: Ensuring compliance with ACF’s accounting procedures, overseeing accuracy and timeliness of accounting entries, managing payroll and statutory deductions, preparing annual financial statements, and facilitating audits.
Treasury Management: Providing oversight of treasury and cash management, leading cash flow planning, managing fund transfers, and identifying treasury risks.
Financial Planning and Budgeting: Leading the development of the country financial plan, preparing financial sections of donor proposals, and coordinating budget follow-up reports.
Awards and Program Financial Management: Leading award financial management across the project lifecycle, ensuring effective budget monitoring, and managing project audits.
Risk Management and Compliance: Owning the risk framework, ensuring compliance with legal requirements, and conducting field visits for compliance verification.
Team Leadership: Supervising and developing the finance team, conducting performance reviews, and leading capacity-building initiatives.
Required Qualifications: Candidates must possess a Master’s degree in finance, accounting, or a related field, or an equivalent level of experience. A bachelor’s degree may be considered with exceptional experience. Professional accounting qualifications such as CPA, ACCA, or CIMA are required. Candidates should have at least 8 years of experience in senior finance management, preferably within an INGO context, and possess knowledge of key institutional donors. Excellent proposal and report writing skills, strong communication abilities, and capacity-building skills are essential. Candidates should demonstrate initiative, the ability to work independently, and a commitment to Action Against Hunger’s values.
Educational Background: The position requires a Master’s degree in finance, accounting, or a related field. A bachelor’s degree may be acceptable if accompanied by exceptional experience in finance management. Professional accounting qualifications such as CPA, ACCA, or CIMA are mandatory for this role.
Experience: Candidates should have a minimum of 8 years of experience in senior finance management roles, with a preference for those who have worked in international non-governmental organizations (INGOs). Experience in managing complex financial environments and familiarity with donor regulations and compliance is highly advantageous. Candidates should also have experience working in insecure and volatile contexts.
Languages: Fluency in both verbal and written English is mandatory. Knowledge of Arabic is considered an added advantage, enhancing communication capabilities within the region.
Additional Notes: This position is full-time and based in Juba, South Sudan. The role requires regular attendance at the office, with the expectation of working outside normal hours or on weekends as necessary.
