Job Overview: The National Consultant - Data & Statistics position at UN Women India is designed to provide high-quality analytical, technical, and coordination support to the organization as part of its engagement with the Ministry of Statistics and Programme Implementation (MoSPI). The consultant will be responsible for developing analytical gender bulletins, conducting gender analysis, and providing technical support for various publications related to gender statistics. This role is crucial in strengthening gender-responsive policies and data systems in India, thereby contributing to the advancement of women's economic empowerment and gender equality. The consultant will work closely with national and state governments, ensuring that gender perspectives are integrated into statistical products and publications. The position requires a strong understanding of gender statistics and the ability to translate data into policy-relevant insights that can inform decision-making processes.
Duties and Responsibilities: The consultant will undertake a variety of tasks, including:
Developing analytical gender bulletins, leading the creation of frameworks, methodologies, and data analysis for two Gender Bulletins focused on Sustainable Development Goals (SDG) and Gender and Macroeconomic indicators.
Compiling, cleaning, analyzing, and synthesizing data from various national and international datasets, conducting data validation and quality checks.
Drafting content for the bulletins using data from sources such as the Economic Survey, National Accounts, and World Bank.
Presenting analysis to an expert committee and finalizing content for publication in consultation with UN Women.
Conducting detailed gender analysis of MoSPI’s Women and Men in India 2025 publication and preparing dissemination materials.
Providing technical support for the Elderly in India 2026 publication, analyzing ageing-related indicators through a gender lens.
Coordinating consultations, maintaining repositories of datasets, and ensuring all publications are gender-responsive and aligned with statistical standards.
Delivering reports and analytical frameworks as per the agreed timelines and payment schedule.
Required Qualifications: Candidates must possess a Master's degree or higher in Statistics, Economics, Demography, Public Policy, Development Studies, Gender Studies, Data Science, or a related field. Alternatively, a first-level university degree combined with two additional years of qualifying experience may be accepted in lieu of an advanced degree. The role requires a strong foundation in gender statistics and socio-economic analysis, as well as experience in public policy research and development research.
Educational Background: The educational background required for this position includes a Master's degree or higher in relevant fields such as Statistics, Economics, Demography, Public Policy, Development Studies, Gender Studies, or Data Science. A first-level university degree may be accepted if accompanied by sufficient relevant experience, demonstrating the candidate's capability to perform the required tasks effectively.
Experience: The position requires a minimum of 7 years of progressively responsible experience in gender statistics, socio-economic analysis, public policy research, or development research. Candidates should have demonstrated experience working with large-scale national datasets and preparing analytical reports or policy briefs. Familiarity with India's statistical system and experience working with UN agencies or government ministries is highly desirable.
Languages: Strong written skills in English are mandatory, along with a good command of Hindi. Proficiency in additional languages may be considered an asset but is not required for this position.
Additional Notes: The consultancy is expected to run from 15 July 2026 to 31 January 2027, with payments made against the satisfactory completion of deliverables. The consultant is expected to use their own computer equipment, as the office will not provide any. The evaluation process will include an interview and writing samples, and selected candidates will undergo rigorous reference and background checks.
