Job Overview: The Chargé·e de Projet d'Accompagnement Partenaire National plays a crucial role in enhancing the capacities of national partners in Monitoring, Evaluation, Accountability, and Learning (MEAL) and project management. This position involves creating tools, providing training, and offering methodological support to ensure the effective implementation of the support strategy for operational partners. The responsibilities include finalizing and disseminating a MEAL toolbox in collaboration with the coordinator" style="border-bottom: 1px dotted #007bff !important;">MEAL Coordinator, continuously consulting with ACF partners to assess their support needs, and adapting tools based on feedback. The role also requires promoting and deploying the toolbox through the development of dissemination materials and active participation in coordination forums. Additionally, the Chargé·e will develop and implement training related to the toolbox, evaluate the effectiveness of training sessions, and provide support to partners on national issues. This position is integral to the continuous improvement of ACF's MEAL procedures and systems, ensuring that the mission's objectives are met effectively and efficiently.
Duties and Responsibilities: The duties and responsibilities of the Chargé·e de Projet d'Accompagnement Partenaire National include:
Finalizing, improving, updating, and disseminating a MEAL toolbox in collaboration with the MEAL Coordinator.
Continuously consulting with ACF partners to collect and analyze their support and capacity-building needs.
Contributing to the evolution and development of tools based on feedback from partners.
Promoting and deploying the toolbox through the creation of dissemination materials and active participation in coordination forums.
Developing and implementing training sessions associated with the toolbox.
Creating training modules and materials tailored to the needs of partners.
Conducting training sessions remotely or during field visits as required.
Evaluating training sessions and tools through satisfaction surveys to measure impact and make necessary adjustments.
Providing support to partners on national issues and in areas outside regional offices. 1
Developing support protocols, tools, and methodologies for diagnostics, monitoring, evaluation, and project engineering in collaboration with partners and national coordination. 1
Contributing to the continuous improvement of procedures and the MEAL system within the mission. 1
Supporting the technical and methodological needs of mission teams for planning and implementing MEAL activities. 1
Participating in the development of MEAL tools and procedures and the mission's strategy in France in collaboration with the program coordinator.
Required Qualifications: Candidates must possess a Master's degree in fields such as political science, local and territorial development, project coordination, social sciences, social design, economics, or statistics. Additionally, candidates should have at least four years of experience in project management, with a strong focus on monitoring and evaluation, primarily in France. Experience in social action, food security, and combating food insecurity, as well as protection and access to rights, is essential. Proven experience in development, network facilitation, and coordination of stakeholders is required, along with significant associative experience in France, particularly with vulnerable populations and in priority urban areas. Candidates should also demonstrate proficiency in qualitative and quantitative data collection, management, and analysis.
Educational Background: The educational background required for this position includes a Master's degree in relevant fields such as political science, local and territorial development, project coordination, social sciences, social design, economics, or statistics. This advanced education is crucial for understanding the complexities of project management and the specific challenges faced in the areas of food security and social action.
Experience: The position requires a minimum of four years of experience in project management, with a significant component focused on monitoring and evaluation. Most of this experience should be based in France, particularly in sectors related to social action, food security, and the protection of rights. Candidates should also have experience in network development and coordination, as well as significant associative involvement with vulnerable populations.
Languages: Fluency in French is mandatory for this position, given the context and location of the work. Proficiency in English or other languages may be considered an asset, enhancing communication with international partners and stakeholders.
Additional Notes: This is a full-time position classified as a cadre integrated contract for a duration of 10 months. The role is based in either Marseille or Montreuil, with a salary range of €37,000 to €43,000 gross annually, depending on experience. Employees are entitled to 25 days of paid leave and 21 days of RTT (reduction of working time). Health coverage and other benefits include 80% coverage by ACF, salary maintenance provisions during illness, maternity, and paternity leave, as well as transportation allowances covering 50% of the commuting costs. Employees also receive meal vouchers with 60% coverage by the organization. The position allows for remote work, with a requirement for 12 days of in-person attendance per month, along with mandatory collective presence for meetings and events.
