Job Overview:
The position of National Evaluator - Perception Survey Expert is a critical role within the UNDP framework, specifically aimed at evaluating perception surveys that assess public opinion and stakeholder perspectives on various development initiatives. The evaluator will be responsible for designing, implementing, and analyzing perception surveys, ensuring that the methodologies used are robust and yield reliable data. The role requires a deep understanding of qualitative and quantitative research methods, as well as the ability to interpret data in a way that informs policy and program decisions. The evaluator will work closely with UNDP teams and stakeholders to ensure that the surveys align with the strategic objectives of the organization and contribute to evidence-based decision-making. The assignment is expected to span from July to December 2026, with an estimated level of effort of 35 consultant days, indicating a part-time commitment that allows for flexibility in scheduling.

Duties and Responsibilities:
The National Evaluator - Perception Survey Expert will have a comprehensive set of responsibilities, including but not limited to:
  • Designing the survey framework and methodology, ensuring alignment with UNDP’s objectives and standards.
  • Developing survey instruments, including questionnaires and interview guides, tailored to the target audience.
  • Conducting fieldwork, which may involve interviews, focus groups, and other data collection methods.
  • Analyzing survey data using statistical software and qualitative analysis techniques to derive meaningful insights.
  • Preparing detailed reports that summarize findings, highlight key trends, and provide actionable recommendations based on the survey results.
  • Presenting findings to UNDP stakeholders and other relevant parties, facilitating discussions on implications for policy and program development.
  • Collaborating with UNDP staff and external partners to ensure the survey process is transparent and inclusive.
  • Responding to feedback and queries regarding the survey process and findings, maintaining open lines of communication with all stakeholders.

Required Qualifications:
Candidates for the National Evaluator - Perception Survey Expert position must possess a strong set of qualifications, including:
  • Proven expertise in survey design and implementation, particularly in the context of public opinion research.
  • Strong analytical skills, with proficiency in statistical analysis and data interpretation.
  • Excellent written and verbal communication skills, capable of conveying complex information clearly and effectively.
  • Experience working with international organizations or in a development context is highly desirable.
  • Familiarity with UNDP’s mission and objectives, as well as an understanding of the socio-political landscape in Bosnia and Herzegovina.

Educational Background:
A minimum of a Master’s degree in social sciences, statistics, public policy, or a related field is required for this position. Candidates with a PhD or equivalent advanced degree will be given preference. Additional certifications in research methodologies or evaluation frameworks will be considered an asset.

Experience:
The ideal candidate should have at least 5 years of relevant experience in conducting surveys and evaluations, particularly in the context of development programs. Experience in working with diverse stakeholders, including government agencies, civil society organizations, and international development partners, is essential. A track record of successfully managing similar assignments and delivering high-quality outputs within stipulated timelines is also required.

Languages:
Fluency in English is mandatory, both written and spoken. Knowledge of local languages, particularly Bosnian, Croatian, or Serbian, is considered an asset and will enhance the candidate's ability to engage with local stakeholders effectively.

This position is classified as an individual contractor role, which implies a flexible working arrangement. The contract duration is from July to December 2026, with an estimated commitment of 35 consultant days.
