Job Overview:
The Operations Manager for Mechanical, Electrical and Plumbing (MEP) systems will be responsible for managing and coordinating the lifecycle of MEP systems across the EIB's buildings in Luxembourg. This role is critical in ensuring that the bank's facilities are safe, reliable, sustainable, and cost-effective, thereby supporting business continuity and enhancing user experience. The successful candidate will work closely with Asset Managers to address building engineering service needs, which are essential for executing the asset management plan. The position requires a strong focus on preventive, corrective, and predictive maintenance activities, as well as oversight of service providers and contract performance. Additionally, the Operations Manager will support and lead MEP-related projects and contribute to lifecycle optimization, operational performance, and energy efficiency improvements. This role operates within a complex, regulated, and multi-stakeholder environment, necessitating solid technical expertise and the ability to balance operational needs with long-term asset performance.

Duties and Responsibilities:
The Operations Manager will have a comprehensive set of responsibilities, including: acting as the product owner for all MEP systems, defining product vision, service levels, performance targets, and lifecycle strategies aligned with the objectives of the Corporate Real Estate Department (CRE) and the EIB; overseeing preventive, corrective, and predictive maintenance of all building MEP systems to ensure safety, operational availability, and regulatory compliance; monitoring the performance of technical equipment and analyzing data to identify failures, inefficiencies, or optimization opportunities; managing and steering external service providers as strategic partners to ensure compliance and continuous improvement; defining and prioritizing operational and technical actions in coordination with internal stakeholders; participating in and coordinating MEP-related projects; acting as the technical single point of contact for MEP systems across various internal divisions; monitoring developments in emerging technologies and contributing to assessments for potential adoption; preparing operational reports, performance dashboards, and technical documentation; and contributing to energy reduction and sustainability initiatives by analyzing MEP performance and proposing enhancements.

Required Qualifications:
Candidates must possess a university degree (minimum equivalent to a Bachelor) preferably in Engineering or a related technical discipline. They should have at least 5 years of relevant professional experience, ideally in large building technical maintenance or MEP construction project management or Technical Facilities/Property Management. Solid expertise in mechanical, electrical, and plumbing systems is essential, along with excellent knowledge of building maintenance standards, technical regulations, and best practices. Familiarity with smart building technologies, IoT, and digital FM tools is also required. Experience with service provider management in a multisource environment and in multicultural and international settings is crucial. Project management certification (PRINCE2, PMI, PM2, or equivalent) is an advantage, and MRICS certification is a plus.

Educational Background:
The educational background required for this position includes a university degree in Engineering or a related technical field, with a minimum qualification equivalent to a Bachelor’s degree. This educational foundation is essential for understanding the complexities of mechanical, electrical, and plumbing systems and their management within a large organizational context.

Experience:
The position requires at least 5 years of relevant professional experience. This experience should ideally be in large building technical maintenance, MEP construction project management, or Technical Facilities/Property Management. Candidates should demonstrate a solid understanding of MEP systems and their operational requirements, as well as experience in managing service providers in a complex, multi-stakeholder environment.

Languages:
Excellent knowledge of English and French is mandatory for this position. Knowledge of other EU languages would be considered an advantage, as it would facilitate communication in the diverse and multicultural environment of the EIB.

Additional Notes:
This position offers a permanent contract and can be full-time or part-time, depending on the candidate's preference. The EIB provides relocation support for successful candidates moving to Luxembourg. Panel interviews are anticipated for August/September 202
