Job Overview:
The Project Manager will oversee the Digitalization & IT Systems component of the PACFC III project. This role is crucial as it involves the development and deployment of a digital platform for research and industry, as well as the establishment of a Maritime Single Window. The Project Manager will work closely with the Senior Programme Manager and will be responsible for ensuring that the digitalization efforts align with the overall goals of the project, which include improving port infrastructure, enhancing customs operations, and facilitating trade. The position requires a proactive approach to problem-solving and the ability to manage complex projects that involve multiple stakeholders.

Duties and Responsibilities:
  • Lead the Digitalization & IT Systems component of the PACFC III project, ensuring alignment with project objectives and timelines.
  • Develop and implement a digital platform for research and industry, facilitating better access to information and resources.
  • Establish a Maritime Single Window to streamline customs processes and improve trade facilitation.
  • Collaborate with various stakeholders, including government agencies, private sector partners, and community organizations, to ensure successful project implementation.
  • Monitor and evaluate project progress, providing regular updates to the Senior Programme Manager and other stakeholders.
  • Manage project budgets and resources effectively, ensuring that all expenditures are within the approved limits.
  • Identify potential risks and develop mitigation strategies to address them.
  • Facilitate training and capacity-building activities for stakeholders involved in the digitalization efforts.

Required Qualifications:
  • Proven experience in project management, particularly in the fields of digitalization, IT systems, or infrastructure development.
  • Strong understanding of trade facilitation and customs processes.
  • Excellent communication and interpersonal skills, with the ability to work collaboratively with diverse teams.
  • Proficiency in project management tools and methodologies.
  • Ability to manage multiple tasks and prioritize effectively in a fast-paced environment.
  • Strong analytical and problem-solving skills.

Educational Background:
A bachelor's degree in project management, information technology, business administration, or a related field is required. A master's degree or equivalent qualification is preferred and may enhance the candidate's competitiveness.

Experience:
Candidates should have at least 5 years of relevant experience in project management, with a focus on digitalization and IT systems. Experience working in international development projects, particularly in Madagascar or similar contexts, is highly desirable.

Languages:
Fluency in French is mandatory, as the project operates primarily in French-speaking environments. Proficiency in English is considered an asset, as it may facilitate communication with international stakeholders.
