Job Overview:
The Partnerships Advisor will play a crucial role in developing and managing strategic partnerships that align with the objectives of UNOPS. This position involves working closely with various stakeholders, including government entities, non-governmental organizations, and private sector partners, to foster collaboration and enhance the impact of initiatives. The advisor will be responsible for identifying potential partners, negotiating agreements, and ensuring that partnerships are effectively implemented and monitored. The role requires a deep understanding of the local context in Madagascar, as well as the ability to navigate complex political and social landscapes to achieve desired outcomes. The advisor will also be expected to provide strategic advice to senior management on partnership opportunities and challenges, ensuring that UNOPS remains at the forefront of development efforts in the region.

Duties and Responsibilities:
  • Develop and implement a strategic partnership framework that aligns with UNOPS objectives and priorities.
  • Identify and engage potential partners, including government agencies, NGOs, and private sector organizations.
  • Negotiate partnership agreements and ensure compliance with UNOPS policies and procedures.
  • Coordinate with internal and external stakeholders to facilitate effective collaboration and communication.
  • Monitor and evaluate the performance of partnerships, providing regular reports and recommendations for improvement.
  • Provide strategic advice to senior management on partnership opportunities and challenges.
  • Represent UNOPS at meetings, conferences, and other events to promote partnerships and enhance visibility.
  • Stay informed about trends and developments in the field of partnerships and donor coordination.

Required Qualifications:
  • Proven experience in partnership development and management, preferably in an international development context.
  • Strong negotiation and communication skills, with the ability to build relationships with diverse stakeholders.
  • Knowledge of the political, social, and economic landscape in Madagascar.
  • Ability to work independently and as part of a team, demonstrating initiative and problem-solving skills.
  • Familiarity with UNOPS policies and procedures is an asset.

Educational Background:
A master's degree in international relations, development studies, business administration, or a related field is required. Additional certifications in partnership management or related areas will be considered an advantage.

Experience:
A minimum of 5 years of relevant experience in partnership development, donor coordination, or related fields is required. Experience working in Madagascar or similar contexts is highly desirable.

Languages:
Fluency in French is mandatory, and proficiency in English is highly desirable. Knowledge of local languages is an asset.

Additional Notes:
This is a senior-level position with a contract duration of one year, renewable based on the availability of funds and the relevance of the position. The role is classified under the ICA - LICA - Specialist - Retainer contract type, specifically at the LICA 11 level. The position is based in Antananarivo, Madagascar, and may require occasional travel within the country.
