Job Overview:
The SWASH Manager will be responsible for leading the planning, coordination, and implementation of integrated shelter, water supply, sanitation, and hygiene promotion interventions under the RAPID program. This role requires providing technical and management oversight to ensure that services are delivered in a timely, inclusive, compliant, and high-quality manner to targeted communities. The SWASH Manager will guide teams on various aspects including infrastructure designs, technical specifications, contract management, and quality standards. The position also involves coordinating with internal and external stakeholders to ensure effective implementation of the program, while promoting community engagement and protection-sensitive programming.

Duties and Responsibilities:
  • Lead the planning, design, implementation, monitoring, and quality assurance of integrated shelter, water supply, sanitation, and hygiene promotion activities, ensuring alignment with project objectives and standards.
  • Provide technical guidance on infrastructure designs, specifications, and quality checklists to ensure SWASH interventions are technically sound and responsive to community needs.
  • Oversee project implementation by coordinating with teams, partners, and contractors to ensure timely delivery and compliance with approved plans.
  • Engage communities and beneficiaries meaningfully throughout the project lifecycle, ensuring inclusive and protection-sensitive programming.
  • Manage partner relationships and identify capacity strengthening needs among project staff and partners.
  • Collaborate with MEAL teams to support assessments and monitoring systems, ensuring high-quality reporting and documentation.
  • Ensure compliance with donor regulations and CRS policies, including budget monitoring and resource utilization.
  • Represent CRS in relevant forums and coordinate with stakeholders to resolve implementation issues and support timely delivery.
  • Supervise and mentor project staff, ensuring effective performance management and adherence to CRS standards.

Required Qualifications:
  • Strong critical thinking and creative problem-solving skills.
  • Excellent relationship management skills, with the ability to work effectively with culturally diverse groups.
  • Strong written and verbal communication skills, with the ability to produce high-quality reports.
  • Proactive, results-oriented, and service-oriented approach to work.
  • Demonstrated knowledge of best practices for shelter, water supply, sanitation, and hygiene in emergency programming.
  • Previous experience in developing proposals for external donor funding is preferred.
  • Familiarity with current standards and guidelines for humanitarian emergency response is advantageous.

Educational Background:
A Bachelor’s degree in water and sanitation engineering, civil engineering, hydrology, hydrogeology, environmental engineering, public health, or a related field is required. A Master’s degree is strongly preferred, indicating a higher level of expertise and knowledge in the relevant fields.

Experience:
At least five years of relevant experience in a management role for shelter and WASH programming is required, with a preference for candidates who have three to four years of field experience contributing to or managing shelter and WASH projects. This experience should demonstrate the ability to lead complex projects and manage diverse teams effectively.

Languages:
Proficiency in English is required for this position. Additionally, proficiency in other local languages will be considered an added advantage, enhancing communication with local communities and stakeholders.

Additional Notes:
The position may involve travel up to 30% of the time. The role includes supervisory responsibilities, overseeing project officers and other staff.
