Job Overview:
The 4S Implementation Manager will play a crucial role in the Safety and security" style="border-bottom: 1px dotted #007bff !important;">Security from Space Programme Office within the Directorate of Connectivity and Secure Communications. This position is integral to the 4S Strategic Programme Line, which is part of ESA’s ARTES telecommunications programme. The focus of this role is on developing next-generation satellite communication solutions that cater to sensitive governmental needs and critical infrastructure applications. The successful candidate will be responsible for overseeing the implementation of activities funded under the 4S Strategic Programme Line, ensuring compliance with ESA's rules and processes, and managing procurement processes for 4S activities. This role requires close collaboration with various stakeholders, including industry partners and internal teams, to ensure the successful execution of projects that enhance security, resilience, and sovereignty in space-based systems.
Duties and Responsibilities:
The primary duties and responsibilities of the 4S Implementation Manager include: establishing and overseeing the implementation of activities funded under the 4S Strategic Programme Line; ensuring compliance with ESA rules, processes, and procurement policies; managing the procurement process for 4S activities; coordinating teams involved in the implementation of 4S projects; managing the implementation of GOVSATCOM tasks; ensuring proactive coordination with colleagues across various directorates; maintaining effective interfaces with industry and external stakeholders; coordinating the activities of the 4S Advisory Committee; and supporting the 4S Strategic Programme Line Manager in updating the 4S Strategic Plan and preparing inputs for Council meetings.
Required Qualifications:
Candidates must possess a master’s degree in a relevant engineering discipline, along with at least four years of relevant professional experience. Alternatively, candidates with a bachelor’s degree and an additional four years of relevant experience may also be considered. Experience in implementing projects in telecommunications, particularly in satellite communications, is essential. Candidates should demonstrate strong negotiation skills, relationship management abilities, and effective communication skills. Additionally, candidates should have a proven track record of planning and organizational skills, with a strong result orientation and the ability to set priorities effectively.
Educational Background:
A master’s degree in a relevant engineering discipline is required for this position. Candidates with a bachelor’s degree, complemented by additional relevant professional experience, may also be considered. The educational background should ideally include coursework or training related to telecommunications, satellite communications, or related fields.
Experience:
The position requires a minimum of four years of relevant professional experience in implementing projects or activities, preferably in the telecommunications sector. Candidates should have experience in managing industrial activities and driving R&D initiatives, as well as familiarity with ESA's R&D programmes and procurement processes. Experience in multi-agency or multi-stakeholder cooperative programmes is also beneficial.
Languages:
Proficiency in English and French is mandatory, as these are the working languages of ESA. A good knowledge of one of these languages is required, while knowledge of another Member State language would be considered an asset.

The position is a four-year appointment, extendable to indefinite. Frequent travel to other ESA establishments is required.
