Job Overview:
The UNOPS Community Officer position is part of the COVID-19 Emergency Response Project in Uzbekistan, which aims to strengthen the health care system in response to the COVID-19 pandemic. The officer will be involved in various activities, including the delivery of medical and laboratory equipment, monitoring installation processes, and ensuring that training for local staff is effective. The role requires close collaboration with the Biomedical Engineering and Procurement Department, focusing on administrative tasks related to contract management and procurement. The officer will also be responsible for documenting equipment deliveries, monitoring compliance with safety protocols, and ensuring that training sessions are attended and effective. This position is crucial for enhancing Uzbekistan's resilience to COVID-19 and future health emergencies, with a commitment expected to last until at least the end of 2026, depending on project needs.

Duties and Responsibilities:
The duties and responsibilities of the UNOPS Community Officer include:
  • Handover and Delivery of Medical & Lab Equipment Observation: Verify inventory against procurement rules, assess storage conditions, observe communication between stakeholders, identify bottlenecks, and document status.
  • Installation Monitoring: Track timelines for equipment setup, ensure adherence to safety protocols, verify calibration of instruments, and report discrepancies.
  • Training and Knowledge Transfer Oversight: Monitor attendance at training sessions, evaluate comprehension of local staff, and identify gaps in training materials.
  • Administrative activities linked to Contract Management: Digitize and organize contract documents, assist in document preparation, monitor deadlines, maintain vendor data, support audits, and follow up with stakeholders.
  • General Volunteer Responsibilities: Maintain confidentiality, submit progress reports, and ensure effective communication with project management.

Required Qualifications:
The required qualifications for the UNOPS Community Officer position include strong organizational skills, attention to detail, and the ability to work collaboratively with diverse teams. Candidates should possess a good understanding of procurement processes and contract management, as well as experience in health care or related fields. The UNOPS Community Officer position is a volunteer role, and candidates should be prepared to reside in the region where the activities are conducted without additional living allowances. The position is full-time, and volunteers will receive a living allowance of USD 399 per month, along with a one-time entry lump sum payment of USD 5
