Job Overview:
The Strategic Coordination and Electoral Technology Specialist will play a crucial role in enhancing the electoral processes in Nepal. This position involves providing expert guidance on the integration of technology in electoral systems, ensuring that these systems are efficient, transparent, and accessible. The specialist will work closely with various stakeholders, including government agencies, electoral bodies, and civil society organizations, to develop strategies that leverage technology for improved electoral outcomes. The role requires a deep understanding of electoral processes, technology trends, and the socio-political context of Nepal. The specialist will also be responsible for conducting assessments, developing recommendations, and facilitating training sessions to build capacity among local stakeholders.

Duties and Responsibilities:
  • Assess the current electoral processes in Nepal and identify areas where technology can enhance efficiency and transparency.
  • Develop a comprehensive strategy for the integration of technology in electoral systems, including recommendations for tools and platforms.
  • Collaborate with electoral management bodies to implement technology solutions that improve voter registration, ballot casting, and result tabulation.
  • Conduct training sessions for electoral officials and stakeholders on the use of technology in elections.
  • Monitor and evaluate the effectiveness of technology implementations and provide ongoing support and recommendations for improvements.
  • Prepare detailed reports and presentations on findings, strategies, and outcomes related to the use of technology in electoral processes.
  • Engage with civil society organizations to promote awareness and understanding of electoral technology among voters.
  • Ensure compliance with international standards and best practices in electoral technology.

Required Qualifications:
  • Proven expertise in electoral processes and technology integration.
  • Strong analytical skills with the ability to assess complex systems and provide actionable recommendations.
  • Excellent communication and interpersonal skills, with the ability to engage effectively with diverse stakeholders.
  • Experience in project management and capacity building in the context of electoral systems.
  • Familiarity with international electoral standards and best practices.

Educational Background:
A Master's degree in Political Science, Public Administration, Information Technology, or a related field is required. Additional certifications in electoral management or technology would be an advantage.

Experience:
A minimum of 5 years of professional experience in electoral processes, with a focus on technology integration. Experience working with international organizations or government agencies on electoral projects is highly desirable. Proven track record of successfully implementing technology solutions in electoral contexts is essential.

Languages:
Fluency in English is mandatory. Knowledge of Nepali or other local languages is an asset and would be beneficial for effective communication with local stakeholders.

  • The contract duration is temporary, and the specialist will be expected to work closely with UNDP and other partners in Nepal. Compensation will be commensurate with experience and qualifications, and the position may involve travel within Nepal as necessary.
