Job Overview:
The Laboratory Technical Advisor (LTA) plays a crucial role in the Meeting Targets and Maintaining Epidemic Control (EpiC) project in Jamaica, which is a global health initiative funded by the United States Government. The LTA is responsible for providing technical guidance on laboratory strengthening and improving policies and services related to laboratory systems. This position involves leading project activities, managing consultants, and ensuring that project activities align with work plans and budgets. The LTA will work closely with the Ministry of Health and Wellness (MOHW) and other stakeholders to enhance laboratory quality and operational efficiency, ensuring that diagnostic services meet national priorities and international standards. The role requires staying updated on laboratory technologies and sharing knowledge with project-supported laboratories to ensure high-quality and sustainable laboratory systems.

Duties and Responsibilities:
The LTA will have a wide range of responsibilities including: providing high-quality technical leadership in laboratory quality management systems; leading and coordinating laboratory strengthening initiatives; conducting laboratory assessments and reporting on findings; developing and implementing corrective action plans; supporting laboratories in achieving accreditation; and maintaining effective collaboration with stakeholders. The LTA will also be responsible for project design, start-up, and implementation, ensuring that activities are aligned with national standards and donor requirements. Additionally, the LTA will mentor and coach technical staff, develop tools for capacity building, and draft technical reports for donors and stakeholders.

Required Qualifications:
Candidates must possess in-depth functional knowledge of clinical laboratory medicine and laboratory quality management systems. They should have a strong understanding of diagnostics for infectious diseases, particularly in the context of the Global Health security" style="border-bottom: 1px dotted #007bff !important;">Security Agenda. The ability to influence and negotiate with stakeholders, manage projects effectively, and communicate proficiently in English is essential. Candidates should also demonstrate strong analytical and problem-solving skills, as well as the ability to work collaboratively with multiple partners.

Educational Background:
A Master’s Degree or its international equivalent in laboratory sciences with a specialization in microbiology or a related field is required for this position. This educational background is essential for understanding the complexities of laboratory systems and quality management.

Experience:
Candidates should have at least eight years of experience in clinical laboratory medicine, with a minimum of five years in a laboratory quality management role. Experience in developing countries, particularly in Jamaica, is preferred. Proven knowledge in laboratory diagnosis of infectious diseases and familiarity with international biosafety regulations is also required. Experience managing donor-funded projects and working with government agencies or NGOs is highly desirable.

Languages:
Fluency in English is mandatory for this position. Proficiency in additional languages may be considered an asset but is not required.

Additional Notes:
This position is full-time and may involve travel requirements of 10% to 25%. The expected hiring salary range for this role is JMD 6,600,000 - 9,000,000 annually.
