Job Overview:
The Technical Advisor for RCCE will play a crucial role in the Meeting Targets and Maintaining Epidemic Control (EpiC) project, which is a global health initiative funded by the United States Government. This position is focused on enhancing Risk Communication and Community Engagement (RCCE) systems in Jamaica, particularly in the context of public health emergencies. The advisor will provide technical guidance and leadership in the design, implementation, and evaluation of RCCE strategies, ensuring that communication with at-risk populations is timely, accurate, and culturally appropriate. The role involves collaboration with government counterparts and various stakeholders to strengthen national capacity for infectious disease outbreak response and to promote community engagement in health initiatives. The advisor will also oversee project timelines, budgets, and deliverables, ensuring alignment with best practices and contractual obligations.

Duties and Responsibilities:
The Technical Advisor will be responsible for a wide range of duties including: leading the design and implementation of RCCE strategies; managing day-to-day project activities; tracking project outputs and ensuring adequate resource coverage; developing technical training and capacity-building interventions; drafting donor reports and presentations; collaborating with the Ministry of Health and Wellness (MOHW) and other partners to enhance communication materials; organizing training workshops; and ensuring that all technical deliverables meet global best practices. The advisor will also supervise junior staff and consultants, manage project compliance, and maintain constructive dialogue with stakeholders to ensure the success of RCCE initiatives.

Required Qualifications:
Candidates must possess a Master’s degree or its international equivalent in public health, communication, social or behavioral sciences, or a related discipline. Additionally, they should have at least 8 years of relevant experience in technical implementation of large projects, with documented experience in providing technical assistance and capacity building in RCCE. Experience in a non-governmental organization (NGO), government agency, or private organization is preferred, along with demonstrated expertise in outbreak response and community engagement strategies. Strong project management skills and the ability to work collaboratively in a multi-partner environment are essential.

Educational Background:
The position requires a Master’s degree or its equivalent in a relevant field such as public health, communication, or social sciences. Candidates with a combination of education and relevant experience will also be considered. Specialized training or certification in emergency risk communication and community engagement is highly desirable.

Experience:
The ideal candidate should have a minimum of 8 years of experience in the technical implementation of large-scale projects or programs. This experience should include managing activities of lower-level staff and providing technical assistance in RCCE. Proven experience in outbreak response and community engagement, particularly in the context of public health emergencies, is critical for this role.

Languages:
Fluency in English is mandatory, with excellent written and verbal communication skills. Proficiency in additional languages may be considered an asset but is not required for this position.

Additional Notes:
This is a full-time position based in Kingston, Jamaica, with an expected travel requirement of 10% to 25%. The salary range for this role is between JMD 6,533,333 to 9,500,000 annually, depending on experience and qualifications.
