Job Overview: As Chief of Party I, you will lead and manage the Rapid Assistance for People Impacted by Disasters (RAPID) project, ensuring high-quality programming that serves the poor and vulnerable populations. Your role will involve strategic leadership, management of security" style="border-bottom: 1px dotted #007bff !important;">security risks, and maintaining relationships with donors and stakeholders. You will be responsible for ensuring that the project meets donor expectations regarding results and budget, while also promoting the efficient use of agency resources. This position requires a proactive approach to managing team dynamics, coaching staff, and ensuring compliance with safety and security policies. You will also oversee the development of communication strategies and maintain relationships with consortium partners, contributing to the overall success of the project.
Duties and Responsibilities:
Lead the development, implementation, and consolidation of the RAPID project, ensuring alignment with industry thought leadership.
Serve as the primary contact for donors and stakeholders, ensuring effective communication and collaboration.
Design and implement project strategies that meet donor expectations for quality results and budget management.
Ensure adherence to CRS program quality standards and MEAL policies.
Manage senior programming and operations talent, fostering a positive team environment.
Provide coaching and mentoring to staff, tailoring individual development plans and conducting performance assessments.
Oversee staffing plans and recruitment processes for senior staff positions.
Monitor national and regional issues to mitigate risks impacting staff and programming.
Ensure compliance with US Government grants, including financial tracking and oversight of partner budgets. 1
Approve program expenditures and budget adjustments, ensuring alignment with donor requirements. 1
Develop communication strategies and materials that comply with branding and marketing requirements. 1
Coordinate with consortium partners to ensure cohesive project implementation and adherence to partnership principles. 1

Identify training opportunities for staff and ensure high-quality training delivery. 1
Collaborate with sectoral Coordinators to ensure cohesive project implementation across programs.
Required Qualifications:
Bachelor’s degree in international development, International Relations, or a relevant technical area; Master’s degree strongly preferred.
Minimum of 8 years of relevant management and technical experience in complex emergency settings.
At least 5 years of experience managing donor funds, particularly USG grants.
Strong knowledge and experience in budget management.
Minimum of 2 years of staff management experience, fostering a learning environment.
Experience in coaching senior program staff and promoting their professional development.
Recognized leadership in the sector, demonstrated through publications and presentations is preferred.
Experience engaging and strengthening partnerships with various stakeholders.
Educational Background: Candidates must possess a Bachelor’s degree in international development, International Relations, or a relevant technical area. A Master’s degree is strongly preferred, indicating a higher level of expertise and understanding of complex issues in international development and emergency response.
Experience: Candidates should have a minimum of 8 years of relevant management and technical experience in complex emergency settings. This includes at least 5 years of experience managing donor funds, particularly USG grants, and a strong background in budget management. Additionally, candidates should have at least 2 years of staff management experience, demonstrating the ability to create a conducive learning environment and coach senior program staff effectively.
Languages: Professional proficiency in French and English is required, with knowledge of Haitian Creole considered a plus. This multilingual capability is essential for effective communication with diverse stakeholders and team members in Haiti.
Additional Notes: This position requires a willingness to travel throughout Haiti, up to 50%, including to the capital, depending on the selected candidate's preference for field office placement. Candidates must be prepared to live and work in locations with limited amenities and within a volatile security context. The role involves supervisory responsibilities for approximately 7-9 positions, including Program Managers and MEAL staff.
