Job Overview:
The HR and Administration Officer will be responsible for the daily implementation of Human Resources activities at the Area/Field office in Yola, Adamawa State. This role is crucial in supporting the recruitment processes, onboarding new employees, maintaining personnel files, and ensuring compliance with HR standards. The officer will also manage payroll preparation, track staff movements, and oversee administrative tasks related to office maintenance and inventory management. The position requires a proactive approach to HR management, ensuring that all staff-related documentation is accurate and up to date, while also providing support and guidance to staff on HR-related issues. The HR and Administration Officer will play a key role in fostering a positive work environment and ensuring that NRC's HR policies are effectively implemented.

Duties and Responsibilities:
The HR and Administration Officer will have a comprehensive set of responsibilities including: supporting recruitment processes such as posting job vacancies, collecting and screening CVs, organizing written tests and interviews; assisting in the onboarding process of new employees; drafting contracts for new hires; compiling and maintaining personnel files; ensuring compliance with HR documentation; supporting payroll preparation; tracking staff movements including annual and special leave; maintaining and updating staff files; ensuring proper filing of staff lifecycle documents; providing HR-related information to staff and supervisors; supervising cleaners and casual workers; managing hotel bookings for staff on official visits; overseeing office and guest house maintenance; managing administrative stores and inventory; participating in due diligence visits with the partnership unit; and collaborating with the Partnerships Unit to assess partner HR capacity and identify training needs.

Required Qualifications:
Candidates must possess a university degree and have professional experience in HR management, administration, or finance. Previous experience in complex and unstable contexts is essential, along with at least two years of experience in a similar position. Experience as a trainer is also required, as well as a strong command of Excel and Word software. A good knowledge of applicable labor laws is necessary to ensure compliance and effective HR management.

Educational Background:
A university degree is required for this position, which should be relevant to human resources, administration, or finance. The educational background should provide a solid foundation for understanding HR practices and principles, as well as the ability to navigate the complexities of working in a humanitarian context.

Experience:
The position requires at least two years of relevant experience in HR management or administration, particularly in challenging environments. Candidates should have a proven track record of successfully managing HR functions and supporting organizational needs in a dynamic and often unpredictable context. Experience in training and capacity building is also beneficial, as the role involves engaging with partners and assessing their HR capabilities.

Languages:
Fluency in English is mandatory for this position, as it is the primary language of communication within NRC and with external stakeholders. Knowledge of local languages may be advantageous, particularly in enhancing communication with local communities and partners.

Additional Notes:
The position is based in Yola, Adamawa State, Nigeria, with a contract duration of 6 months, which is renewable based on performance and funding availability. The role is classified at Grade 5 in NRC's grading structure, and the HR & Administration Officer will report to the HR & Administration Team Leader.
