Job Overview: The Administrative and Procurement Associate position is situated within the UNFPA Eastern Europe and Central Asia Regional Office (EECARO) in Istanbul. This role is integral to the operations team and involves working closely with the Regional International Operations Manager (RIOM). The incumbent is expected to adopt a client-oriented and results-focused approach to interpreting rules, procedures, and guidelines, providing essential support and guidance to the region. The position plays a crucial role in developing and implementing operational initiatives aimed at enhancing efficiency and effectiveness in procurement and administrative policies. The Administrative and Procurement Associate will ensure compliance with UNFPA standards while contributing to the overall operational excellence of the organization.
Duties and Responsibilities: The duties and responsibilities of the Administrative and Procurement Associate include:
Assisting the RIOM in developing and implementing regional operational strategies aimed at achieving cost efficiencies.
Leading interventions to build regional capacity and ensure compliance in procurement and administration.
Acting as a resource for addressing audit recommendations related to procurement and administration.
Coordinating procurement processes from requirement definition to contract closure, including leading procurement planning discussions.
Facilitating solicitation processes and providing administrative support during bid evaluations.
Drafting contracts and ensuring necessary clearances are obtained for solicitations over $100,00
Managing vendor relationships and conducting regular evaluations.
Supporting logistical operations, including vehicle management and service contract renewals.
Assisting in the development of standard operating procedures and reports to improve efficiency.
Required Qualifications: The position requires a completed secondary level education as a minimum, with a first-level university degree in Procurement, Supply Chain Management, Business Administration, or a related field being desirable. Candidates should possess a minimum of seven years of relevant experience in administration, procurement, and logistics, with a proven track record in managing procurement and administrative functions in development organizations. Expert knowledge of public sector supply chain management policies and procedures is essential, along with proficiency in Microsoft Office applications and experience with ERP systems. Strong analytical skills and the ability to write clearly and concisely are also required.
Educational Background: Candidates must have completed secondary level education, with a first-level university degree in a relevant field such as Procurement, Supply Chain Management, or Business Administration being preferred.
