Duties and Responsibilities: The Chargé(e) des Ressources Humaines et de l’Administration will have a comprehensive set of responsibilities, including but not limited to: ensuring adherence to NRC policies and guidelines; implementing delegated support functions in line with the action plan; preparing reports on support activities as requested; maintaining accurate personnel records and documentation; encouraging improvements in support functions; supervising and managing delegated staff; collecting payroll data at the end of each month; managing the recruitment process according to established procedures; monitoring contract periods for staff; updating and archiving personnel files on SharePoint; ensuring compliance with NRC standards for personnel documentation; organizing and tracking staff training; supporting performance management processes; maintaining administrative oversight of staff, including registration with CNPS, contract management, and leave tracking; assisting in capacity-building initiatives for national staff; providing technical support to staff on HR matters; coordinating with key partners and institutions in HR; ensuring timely payroll processing and documentation; and preparing monthly HR reports for the line manager.
Required Qualifications: Candidates must possess proven professional experience in human resources within a similar role, particularly in humanitarian contexts. A bachelor's degree in Human Resource Management, Business Administration, Law, Social Sciences, or a related field is required. Additionally, candidates should have at least three years of professional experience in human resource management in complex and unstable environments or with international NGOs. Demonstrated results in fulfilling the responsibilities of the position are essential. Proficiency in French is mandatory, and a good command of English is considered an asset.
