Job Overview:
The EMIS Technical Lead position is designed to provide overall technical direction and support for education data systems in Belize, specifically for an anticipated MCC-funded education quality assurance activity. This role will require the candidate to be present in Belize for at least half of the time, with the flexibility to work remotely for the remainder. The position is contingent upon FHI 360 receiving the award for the project. The project aims to address critical issues in the education sector, including low-quality education and high electricity costs, through the development and implementation of a quality assurance framework and enhancements to the Belize Education Management Information System (BEMIS). The EMIS Technical Lead will play a crucial role in strengthening education data systems, ensuring interoperability, and improving data use for accountability and decision-making.

Duties and Responsibilities:
The EMIS Technical Lead will be responsible for leading the technical implementation of BEMIS strengthening and education management information systems. Key responsibilities include supporting the development and implementation of systems and processes related to data governance, school performance monitoring, teacher management, and education planning. The lead will ensure alignment between BEMIS enhancements and national assessment systems, support government counterparts in strengthening education data management practices, and coordinate closely with various stakeholders, including the Ministry of Education, Youth, Sports, and Culture (MoEYSC) and technical partners. Additionally, the lead will review technical deliverables and ensure the quality and feasibility of EMIS interventions.

Required Qualifications:
Candidates must possess a Master’s degree in information systems, education planning, data science, public administration, or a related field. A minimum of 12 years of experience in EMIS strengthening, education data systems, or digital governance reforms is required. Demonstrated experience in supporting ministry-level EMIS implementation or modernization efforts is essential, along with familiarity with education quality assurance systems and assessment data integration. Strong written and oral communication skills in English are mandatory, and experience working on donor-funded education projects is required, with a preference for candidates who have experience with the Millennium Challenge Corporation (MCC).

Educational Background:
The educational background required for this position includes a Master’s degree in relevant fields such as information systems, education planning, data science, or public administration. This advanced degree is crucial for understanding the complexities of education data systems and their implementation in a governmental context.

Experience:
