Job Overview:
The Finance Director serves as the senior finance leader for Action Against Hunger in South Sudan, overseeing the full financial management of the country office in accordance with both organizational and local financial management requirements. This role involves ensuring the integrity of accounting practices, monitoring financial activities, and supporting the management of the country finance portfolio throughout the lifecycle of all grants. The Finance Director is responsible for developing high-quality budgets for proposals and reports, ensuring compliance with donor regulations, and providing the Country Director and Senior Management Team with actionable analysis" style="border-bottom: 1px dotted #007bff !important;">financial analysis. The position is based in Juba and requires a strong focus on internal controls and excellence in financial operations, given the complexity of the country office's financial landscape, which includes monthly expenditures exceeding $1.5 million.

Duties and Responsibilities:
The Finance Director's duties encompass a wide range of responsibilities, including ensuring compliance with accounting procedures, overseeing the accuracy and timeliness of accounting entries, managing treasury and cash flow, leading financial planning and budgeting processes, and providing strategic leadership on award financial management. The role also involves managing risks and internal controls, supervising the finance team, and ensuring adherence to statutory requirements. Specific tasks include preparing annual financial statements, leading cash flow planning, developing country financial plans, overseeing project budgets, ensuring effective budget monitoring, and managing audits and compliance checks. The Finance Director will also be responsible for capacity building within the finance team and ensuring technical consistency across all offices.

Required Qualifications:
Candidates must possess a Master’s degree in finance, accounting, or a related field, or an equivalent level of experience. A bachelor’s degree may be considered with exceptional experience. Professional accounting qualifications such as CPA, ACCA, or CIMA are required. Additionally, candidates should have at least 8 years of experience in senior finance management roles, preferably within an INGO context, and a strong understanding of institutional donor requirements and regulations. Excellent proposal and report writing skills, along with the ability to work independently under pressure, are essential. Strong communication skills and the ability to build relationships across diverse teams are also critical.

Educational Background:
The position requires a Master’s degree in finance, accounting, or a related field. A bachelor’s degree may be acceptable if accompanied by exceptional relevant experience. Professional accounting qualifications such as CPA, ACCA, or CIMA are mandatory, ensuring that candidates have a solid foundation in financial principles and practices.

Experience:
Candidates should have a minimum of 8 years of experience in senior finance management roles, with a preference for those who have worked in international non-governmental organizations (INGOs). Experience with key institutional donors such as ECHO, USAID, and others is advantageous. The ability to navigate complex financial environments and manage multiple priorities effectively is crucial for success in this role.

Languages:
Fluency in both verbal and written English is mandatory, while knowledge of Arabic is considered an added advantage. Strong communication skills are essential for interacting with diverse stakeholders, including senior management and external partners.

This position is full-time and based in Juba, South Sudan. The role requires regular attendance at the office and may involve travel to field locations under challenging conditions.
