Job Overview: The Monitoring, Reporting, Communication Officer plays a crucial role in the management and implementation of projects related to climate change and environmental sustainability. Reporting to the Head of Climate Change and Environment Programme Unit, the officer is responsible for ensuring effective monitoring, reporting, and communication of project results and impacts. This position requires collaboration with various teams within UNDP and external stakeholders to enhance the effectiveness of development interventions. The officer will also support resource mobilization efforts and contribute to knowledge management and capacity-building initiatives, ensuring that project activities align with UNDP’s strategic objectives and the needs of the local context.
Duties and Responsibilities:
Support project management and implementation by planning and executing project activities, ensuring timely delivery of inputs and quality standards. This includes procurement processes, drafting Terms of Reference (ToRs), and supporting consultant selection.
Assist in planning, monitoring, and reporting of results by preparing monitoring plans, drafting progress reports, and analyzing project results for timely adjustments.
Support communication and knowledge management by developing communication plans, producing knowledge products, and engaging with media and stakeholders to enhance project visibility.
Support strategic partnerships and resource mobilization by conducting research, preparing donor briefs, and drafting proposals for funding opportunities.
Coordinate and represent the project team in meetings, ensuring effective communication and documentation of key decisions and actions.
Required Qualifications: Candidates must possess strong project management skills, with a proven ability to coordinate multiple tasks and meet deadlines. Excellent communication skills, both written and verbal, are essential, along with the ability to engage with diverse stakeholders. Familiarity with UNDP’s operational procedures and frameworks is highly desirable. The candidate should demonstrate adaptability, creativity, and a commitment to ethical practices in all aspects of their work.
Educational Background: A bachelor’s degree in environmental science, development studies, social sciences, or a related field is required. A master’s degree in a relevant discipline is preferred and may enhance the candidate's competitiveness for the position.
Experience: A minimum of 3-5 years of relevant professional experience in project management, monitoring and evaluation, or communication within an international development context is required. Experience working with UN agencies or similar organizations is an advantage, particularly in climate change and environmental projects.
Languages: Fluency in English is mandatory, both spoken and written. Knowledge of Portuguese or Tetum is considered an asset and may be beneficial for effective communication with local stakeholders.
Additional Notes: This position is based in Dili, East Timor, which is classified as a family duty station.
