Job Overview: The Senior Child Protection Case Management Specialist plays a crucial role in providing expert technical leadership for inter-agency child protection case management across the State of Palestine. This position is hosted by the IRC and is fully deployed to the Child Protection Area of Responsibility (CP AoR). The Specialist is responsible for leading the CP AoR Case Management Task Force (CMTF), driving the update and roll-out of inter-agency Standard Operating Procedures (SOPs), and advancing the implementation of the Child Protection Information Management System (CP IMS+) across partner organizations. The role requires a strong focus on technical advisory responsibilities, ensuring coherent and sustainable inter-agency approaches to child protection case management in both Gaza and the West Bank. The Specialist will also support capacity building initiatives for child protection actors and ensure that the case management systems are effective and responsive to the needs of the affected populations. Success in this position demands exemplary leadership abilities, strong communication skills, and the capacity to build strategic partnerships and diversify program resources. The Specialist will oversee the overall coordination and strategic direction of the country program, ensuring high-quality program delivery and effective management of funding and compliance.
Duties and Responsibilities: The Senior Child Protection Case Management Specialist will have a comprehensive set of responsibilities, including:
Providing technical support to case management practitioners, ensuring adherence to case management principles, referral pathways, and data protection standards.
Offering capacity support to the IRC case management team and supervising case manager supervisors.
Convening and documenting monthly CMTF meetings, producing and disseminating reports to CP AoR members.
Supporting training initiatives for caseworkers and supervisors, including coaching and mentoring.
Conducting regular capacity assessments to ensure quality case management and providing actionable recommendations.
Enhancing coordination with the Gender-Based Violence (GBV) AoR and other service provider sectors to ensure synergy in case management.
Overseeing the roll-out of the Inter-Agency Data Protection and Information Sharing Protocol (DPISP) within child protection processes.
Adapting and delivering training packages for Gaza-based case workers, including managing training logistics and evaluations.
Identifying and onboarding a national partner organization to co-chair the CMTF, ensuring a structured leadership transition. 1
Leading the CP IMS+ roll-out process, including developing necessary documentation and ensuring effective governance of the system. 1
Maintaining active engagement with the Ministry of Social Development on case management coordination and SOP endorsement. 1
Producing quarterly case management trends analysis and reports to inform decision-making and advocacy efforts. 1
Reviewing and updating existing tools for case management in humanitarian responses, ensuring they are context-appropriate and effective. 1
Facilitating thematic discussions on priority child protection topics in consultation with the CP AoR Coordinator.
Required Qualifications: The position requires a Master’s degree in social work, psychology, international development, or a related field. Candidates must have a minimum of 7 years of progressively responsible experience in child protection case management, particularly in humanitarian or conflict-affected settings. Demonstrated experience in leading or co-facilitating inter-agency coordination mechanisms, working groups, or task forces in humanitarian contexts is essential. Strong technical knowledge of child protection case management, SOP development, unaccompanied and separated children (UASC) response, and referral pathway design is required. Familiarity with CP IMS+ (Primero) and experience in system roll-out or training delivery is a significant asset. Proven experience in capacity building, mentoring, and engaging with government counterparts is also necessary. Candidates should possess strong communication, facilitation, and analytical reporting skills, with the ability to manage competing priorities across complex multi-stakeholder environments.
Educational Background: Candidates must hold a Master’s degree in social work, psychology, international development, or a related field. Experience: The role requires a minimum of 7 years of progressively responsible experience in child protection case management, particularly in humanitarian or conflict-affected settings. Languages: Excellent proficiency in English, both written and spoken, is mandatory for this position. Knowledge of Arabic is highly desirable, as it will facilitate communication with local partners and stakeholders in the region.
Additional Notes: This position is a full-time role with a focus on inter-agency coordination and capacity building in child protection. The compensation for this role is based on the UK Pay Range of 36,818-43,316 GBP per year, with variations depending on the labor market, job type, and individual candidate experience.
