This role involves extensive engagement with the Host States of France and Switzerland, ensuring that all territorial and regulatory processes are effectively managed and aligned with the project's overall schedule and risk management. The successful candidate will be responsible for interfacing with various authorities, providing strategic leadership for Host State engagement, and ensuring that all necessary regulatory approvals and environmental assessments are conducted in a timely manner. The position requires a proactive approach to managing relationships with national, regional, and local authorities, as well as a strong understanding of the complexities involved in large-scale infrastructure projects.
Duties and Responsibilities: As the Head of FCC Territorial Implementation and Host State Relations, the incumbent will act as CERN's primary liaison with Host State authorities in France and Switzerland. Key responsibilities include:
Providing strategic leadership for FCC Host State engagement, ensuring consistency and credibility in CERN's positions.
Defining and steering the strategy for regulatory approvals and administrative pathways required for the FCC project.
Supporting the preparation and progression of environmental impact assessments and public inquiries.
Ensuring alignment of territorial and regulatory processes with the FCC project schedule and risk management.
Coordinating land-related processes and addressing territorial constraints.
Identifying territorial and regulatory risks and advising senior management on mitigation measures.
Representing CERN in high-level meetings with Host State authorities.
Ensuring timely strategic insights on territorial risks and opportunities are communicated to CERN senior management.
Conducting public dialogue and consultation processes effectively and transparently.
Required Qualifications: Candidates must possess a Master's degree or PhD in Public Administration, Civil Engineering, Law, Political Science, Environmental Governance, Territorial Planning, or a related field. Additionally, they should have senior-level experience with direct responsibility for the territorial, administrative, and regulatory implementation of large-scale infrastructure projects, preferably in France and/or Switzerland. Proven experience working with national and regional authorities and demonstrated involvement in public dialogue or consultation processes for projects with significant environmental or societal impact are essential. A strong understanding of French and/or Swiss administrative and regulatory frameworks is also required.
Educational Background: The educational background required for this position includes a Master's degree or PhD in relevant fields such as Public Administration, Civil Engineering, Law, Political Science, Environmental Governance, or Territorial Planning. Equivalent relevant experience may also be considered in lieu of formal education, provided it demonstrates the necessary competencies and knowledge required for the role.
Experience: The ideal candidate should have substantial senior-level experience, specifically with direct responsibility for the territorial, administrative, and regulatory implementation of at least one large-scale infrastructure project of comparable scope and complexity. Experience in navigating complex multi-stakeholder environments and working with regulatory bodies is crucial. The candidate should also have a proven track record of engaging with public dialogue or consultation processes for projects that have significant environmental or societal impacts.
Languages: Fluency in both spoken and written English and French is mandatory for this position. Proficiency in additional languages may be considered an asset but is not required.
Additional Notes: This position is a limited duration contract for 5 years, with the possibility of extension up to 8 years and eligibility for an indefinite contract tenure. The role requires full-time commitment with a standard working hours of 40 hours per week. The position is fully onsite and may involve work during nights, Sundays, and official holidays as required by the organization's needs. The job grade is classified as level 8, and the reference for this job is SR-SE-2026-125-LD.
