The Asian and Pacific Training Centre for Information and Communication Technology for Development (APCICT) is a regional institute of the Economic and Social Commission for Asia and the Pacific (ESCAP). Established on June 16, 2006, in Incheon, Republic of Korea, APCICT's mission is to strengthen the human and institutional capacities of member States and associate members in utilizing Information and Communication Technology (ICT) to achieve socio-economic development goals. The organization operates with a focus on three interrelated pillars: Training, Advisory Services, and Multi-stakeholder Partnerships. APCICT also maintains the APCICT Virtual Academy, an online distance learning platform that offers self-paced courses to extend the reach of its training programs, thereby enhancing the capacity of individuals and organizations in the region.

Job Overview:
The Programme Assistant (Individual Contractor) will play a crucial role in supporting APCICT's e-learning production, digital outreach, training, research, and knowledge-sharing activities. The incumbent will work under the direct supervision of the Programme Officer and will be responsible for developing new e-learning course materials, upgrading existing courses, and enhancing user interfaces in line with agreed course delivery technologies and instructional design practices. The position requires a proactive approach to assist in the maintenance and enhancement of the Learning Management System (LMS) and the APCICT website, ensuring that content is current and engaging. The role also involves creating multimedia learning materials, managing social media, and supporting outreach activities to promote APCICT's initiatives effectively. The individual will be expected to deliver outputs through electronic correspondence, virtual and in-person meetings, and will be based at the APCICT office in Incheon, working full-time.

Duties and Responsibilities:
The duties and responsibilities of the Programme Assistant include:
  • Developing new e-learning course materials and upgrading existing courses to enhance user experience.
  • Supporting the maintenance, customization, and enhancement of the Learning Management System (LMS) in collaboration with the Office of Information and Communications Technology (OICT).
  • Maintaining, updating, and enhancing the content and functionality of APCICT's website.
  • Assisting in the development and production of multimedia learning materials, including videos, graphics, animations, and other digital content.
  • Supporting outreach and promotional activities, including website content management, social media management, publication layout and design, and digital communications.
  • Providing technical and administrative support for APCICT's e-learning, research, and knowledge-sharing activities.
  • Performing other related duties as assigned by the Programme Officer and other supervisors.

Required Qualifications:
The position requires a university degree in Communication Studies, Digital Media, ICT, Multimedia Design, Graphic Design, Educational Technology, or a related field. Additionally, candidates must have experience in e-learning content development, website content management, multimedia production, graphic design, and digital publishing. Experience in supporting the operation of learning management systems (LMS), social media management, and digital outreach activities is desirable. Furthermore, experience working with an international organization is also considered an asset.

Educational Background:
Candidates must possess a university degree in a relevant field such as Communication Studies, Digital Media, ICT, Multimedia Design, Graphic Design, Educational Technology, or a related discipline. This educational background is essential to ensure that the individual has the necessary theoretical knowledge and practical skills to perform the duties associated with the position effectively.

Experience:
The role requires candidates to have relevant experience in e-learning content development, website content management, multimedia production, graphic design, and digital publishing. Experience in supporting the operation of learning management systems (LMS) and engaging in social media management and digital outreach activities is highly desirable. Additionally, having experience working with an international organization can provide valuable insights and skills that are beneficial for this position.

Languages:
An excellent command of spoken and written English is required for this position. This proficiency is essential for effective communication within the organization and with external stakeholders. While not mandatory, knowledge of additional languages may be considered an advantage, particularly in a multicultural environment such as that of APCICT.

Additional Notes:
The position is expected to last for a duration of 6 months, and the individual contractor will be required to work on-site at the APCICT office in Incheon on a full-time basis, which entails a minimum of eight working hours per day, excluding a one-hour lunch break. Payments will be made on a monthly basis according to the actual number of days worked, as reflected in the attendance records, and are subject to satisfactory performance.
