Job Overview:
The Regional Child Protection Case Management and Information Management Specialist will work under the direct supervision of the Digital for Systems Strengthening Lead in the Amman Country Office (COE) and collaborate closely with the Senior Advisor for Child Protection for Africa, as well as T4D and DID focal points in East and South Africa. The primary responsibility of this position is to provide direct support to UNICEF country offices, governments, and inter-agency partners in implementing the Child Protection Case Management and Information Management System (CPIMS+). This includes building on existing tools, standards, guidelines, and procedures, and supporting countries in adapting these tools for child protection case management in both development and humanitarian settings. The specialist will focus on supporting the social service workforce in providing services to children in need of protection, particularly those at risk of violence, exploitation, and abuse. The role also involves developing case management tools, data protection protocols, and conducting data protection impact assessments. Additionally, the consultant will assist in planning, developing, and supporting the social service workforce in digitizing their case management Standard Operating Procedures (SOPs), workflows, and referral pathways for vulnerable children and survivors of violence.

Duties and Responsibilities:
  • Provide direct support to UNICEF country offices and partners in implementing CPIMS+ for child protection case management.
  • Develop and adapt tools, standards, and guidelines for case management in both humanitarian and development contexts.
  • Support the social service workforce in applying and adapting case management tools for children at risk or victims of violence.
  • Create data protection and information sharing protocols to ensure the safety and privacy of children.
  • Conduct data protection impact assessments to evaluate the effectiveness of implemented protocols.
  • Collaborate with COs and partners to plan and develop technical support for CPIMS+/Primero implementation.
  • Train social workers on CPIMS+ and improve their digital literacy.
  • Facilitate inter-agency collaboration and communication with government partners on technical concepts related to child protection.

Required Qualifications:
  • A Master's degree in Public Health, Child Protection, Business Administration, Computer Science, Social Work, or Gender-Based Violence.
  • A minimum of 10 years of experience in Child Protection, particularly in humanitarian and development contexts across East and Southern Africa, with a focus on case management and information management systems.
  • Strong understanding of case management best practices and data protection protocols.
  • Experience with Primero/CPIMS+ implementation and training.
  • Familiarity with family tracing and reunification processes.
  • Excellent communication skills to effectively convey technical concepts to government partners.

Educational Background:
Candidates must possess a Master's degree in relevant fields such as Public Health, Child Protection, Business Administration, Computer Science, Social Work, or Gender-Based Violence. This educational background is essential to ensure a comprehensive understanding of the complexities involved in child protection and information management systems.

Experience:
The position requires a minimum of 10 years of relevant experience in Child Protection, specifically in humanitarian and development contexts across East and Southern Africa. This experience should include a focus on case management and information management systems strengthening, ensuring that the candidate is well-versed in the challenges and best practices in the field.

Languages:
Fluency in Kiswahili and English is mandatory, with a preference for knowledge of additional East and South African languages, including but not limited to Bantu, Cushitic, and Nilotic languages. This linguistic capability is crucial for effective communication and collaboration with diverse stakeholders in the region.
