Job Overview:
The position of Consultant for the Military Ombudsman Office involves providing expert advice and analytical support to the newly established Office of the Military Ombudsman of Ukraine. The consultant will work closely with the Military Ombudsman and the Senior Project Associate to manage the office effectively and address systemic issues within the armed forces. The role requires developing proposals for reforms aimed at enhancing the protection of military personnel's rights, improving their training and education, and fostering cooperation between military and civilian structures. The consultant will also coordinate with civil society organizations and manage projects related to military rights protection. This is a short-term consultancy assignment lasting approximately six months, with the flexibility to work from home and travel as necessary.

Duties and Responsibilities:
The consultant will be responsible for advising the Military Ombudsman on office management and providing analytical support. Key duties include: reviewing claims and summarizing systemic problems in the armed forces, developing proposals for solutions at management and political levels, creating recommendations for reforms to strengthen military personnel rights, enhancing training quality, and improving cooperation between military and civilian entities. The consultant will coordinate the Military Ombudsman's collaboration with civil society organizations and think tanks, manage project initiatives, develop concepts and action plans, and monitor implementation. Additionally, the consultant will support the Military Ombudsman during visits to military units, prepare visit programs, gather issues, communicate with military personnel, and compile analytical reports and recommendations. Regular travel to military units for training and monitoring of personnel rights will also be required.

Required Qualifications:
Candidates must possess a first-level university degree in Management or Public Policy. They should have a minimum of five years of experience in management, government relations, or lawmaking, and at least two years of experience in military rights protection. Professional fluency in Ukrainian is mandatory, with excellent oral and written communication skills. Proficiency in English is considered an asset. Candidates should demonstrate gender awareness and sensitivity, the ability to work with diverse cultural and religious backgrounds, and maintain impartiality. Computer literacy, particularly with Microsoft applications, is also required.

Educational Background:
The educational requirement for this position is a first-level university degree, which can be in Management, Public Policy, or a related field. This educational background is essential for understanding the complexities of managing an office and implementing policies effectively.

Experience:
The position requires a minimum of five years of relevant work experience, particularly in management, government relations, or lawmaking. Additionally, candidates should have at least two years of experience specifically focused on military rights protection, which is crucial for advising the Military Ombudsman effectively.

Languages:
Professional fluency in Ukrainian is mandatory for this position, as it is essential for communication within the context of the Ukrainian military and government. Proficiency in English is advantageous and may enhance the consultant's ability to engage with international stakeholders and resources.
