Job Overview:
The consultant will provide technical support for the management of non-communicable diseases (NCDs) at the primary health care level under the supervision of the Technical Officer for NCDs in the Universal Health Coverage and Disease Control Team. The role involves monitoring the implementation of the NCD management model, strengthening the Online NCD Reporting system, and assisting the Viet Nam Administrative of Disease Prevention (VADP) in revising clinical guidelines for NCD management. The consultant will play a crucial role in enhancing the capacity of primary health care facilities to manage NCDs effectively, thereby contributing to the reduction of NCD-related morbidity and mortality in Vietnam.

Duties and Responsibilities:
  • Monitor the implementation of the NCD management model for hypertension and diabetes in collaboration with public health institutes and VADP, providing reports on progress in three provinces.
  • Strengthen the Online NCD Reporting system to measure progress at both patient and health facility levels, submitting periodic and ad hoc reports to the Ministry of Health (MOH) and partners.
  • Support VADP in revising clinical guidelines for NCD management, delivering the first draft of these guidelines.
  • Facilitate and coordinate monitoring of the NCD model implementation by VADP in five provinces, ensuring regular data tracking and reporting mechanisms are in place, and producing quarterly progress reports documenting implementation status, key indicators, challenges, and recommended actions.

Required Qualifications:
Essential qualifications include a university degree in medicine, public health, or health science, with at least four years of relevant experience in public health programs. Familiarity with health information systems, data interpretation, analysis, and monitoring program performance is also essential. Clinical experience in general or internal medicine and previous work on non-communicable diseases are desirable. Experience working with WHO is an added advantage.

Educational Background:
A university degree in medicine, public health, or health science is essential. A master's degree or higher in public health or health science is desirable, indicating a higher level of expertise and understanding of public health issues.

Experience:
The position requires at least four years of relevant experience in public health programs, particularly in managing non-communicable diseases. Experience with health information systems and data analysis is also essential, along with clinical experience in general or internal medicine. Previous experience working with WHO is highly desirable, as it indicates familiarity with the organization's processes and standards.

Languages:
The consultant must be proficient in written and spoken English and Vietnamese. Proficiency in additional languages may be considered an asset but is not mandatory.

Additional Notes:
The consultant will work onsite at the WHO Country Office in Hanoi, Vietnam, with an expected contract duration of seven months, with the possibility of extension. The consultant may need to travel to various provinces for field trips and workshops, with travel expenses covered according to the EU-UN cost norm 202
  • The remuneration for this consultancy is set at $1,750 per month, excluding travel costs. Candidates should be aware that WHO has a smoke-free environment and does not recruit smokers or users of any form of tobacco. Additionally, candidates must confirm their vaccination status as required by WHO before undertaking any assignment.
