Job Overview: The Clinical Officer position is part of the Meeting Targets and Maintaining Epidemic Control (EpiC) project, which aims to enhance the quality of healthcare services provided at health facilities that offer prevention, care, and treatment services, including those for sexually transmitted infections (STIs) and antiretrovirals. The role is crucial in improving the quality of care provided at EpiC sites, particularly in the areas of prevention and management of people living with HIV (PLHIV). The Clinical Officer will play a key role in strengthening EpiC's representation in forums dedicated to prevention, care, and treatment, advocating for the implementation of the Continuum of Prevention and Care Treatment (CoPCT) to help project sites achieve the UNAIDS 95-95-95 targets.
Duties and Responsibilities: Under the supervision of the Technical Advisor on HIV, the Clinical Officer will: Provide clinical expertise and technical guidance on the planning, design, and implementation of HIV prevention and care programs at project sites in Burkina Faso. Support partner health facility staff to ensure the consistent delivery of high-quality services tailored to the needs of the project's target populations (PLHIV, adults, adolescents, and children). Work closely with the Technical Advisor on HIV to develop quality assurance systems for prevention, clinical aspects, care, and treatment at supported sites. Facilitate high-quality service delivery focused on PLHIV, including community and home-based care. Organize training sessions for clinical staff at sites on prevention, care, and treatment. Provide direct support to healthcare providers to ensure clinical care is delivered in accordance with national guidelines and in a timely manner, ensuring that site providers meet minimum care standards. Represent EpiC in forums on care and treatment, including participation in technical advisory groups/advocacy groups, and serve on relevant local technical working groups (TWGs) while engaging in other related collaborations, including cross-cutting working groups. Identify promising practices in the implementation of CoPCT and collect necessary data to document these practices. Collaborate with the Ministry of Health to coordinate EpiC program interventions at the regional level. In collaboration with the monitoring and evaluation team, analyze CoPCT cascade data and utilize findings for program improvement. Organize periodic performance reviews of the HIV program with project implementation partners. Participate in validating milestones and cash requests from project implementation partners. Assist in developing work plans with budgets for project implementation partners.
Required Qualifications: The ideal candidate should possess the following qualifications: A medical degree (Doctorate in Medicine). A minimum of 5 years of professional experience in medical practice (as an ARV prescriber) and in monitoring and evaluation of health programs. Experience in health training issues. Strong writing and verbal communication skills, along with interpersonal communication abilities. Fluency in French; proficiency in English is an asset. Strong leadership skills. Motivated and creative. Ability to work in diverse cultural, social, and political environments. Team-oriented mindset.
Educational Background: Candidates must hold a Doctorate in Medicine, which is essential for the clinical responsibilities associated with this position. This educational background ensures that the Clinical Officer has the necessary medical knowledge and skills to provide effective care and support within the context of HIV prevention and treatment.
Experience: Candidates should have at least 5 years of relevant professional experience in medical practice, particularly in areas related to HIV care and treatment. This experience should include roles that involve direct patient care, as well as involvement in monitoring and evaluation of health programs, which is crucial for assessing the effectiveness of interventions and ensuring quality of care.
Languages: Fluency in French is mandatory for this position, as it is the primary language of communication in the work environment. Proficiency in English is considered a valuable asset, as it may facilitate communication with international partners and stakeholders.
Additional Notes: The expected hiring salary range for this role is XOF 9,000,000 - 11,000,000 for annual basic salary.
