Job Overview:
The National Project Officer (NPO) position is crucial for the planning, implementation, and reporting of the Skills for Youth and Women Employability and Productivity Project in Zimbabwe. This project is aligned with the National Development Strategy 1 (NDS 1) and aims to enhance youth and women's employability through skills development and enterprise productivity. The NPO will work closely with various ministries, including the Ministry of Women Affairs and the Ministry of Youth Empowerment, to ensure that project objectives are met. The role requires a strong understanding of local socio-economic conditions and the ability to analyze data to inform project strategies. The NPO will also be responsible for promoting gender equality and non-discrimination throughout the project, ensuring that all activities are inclusive and equitable. This position demands a proactive approach to problem-solving and the ability to work collaboratively with a range of stakeholders, including government bodies and development partners.

Duties and Responsibilities:
The NPO will undertake a variety of duties, including reviewing and analyzing national and sectoral development plans, identifying how the project contributes to these goals, and providing written analyses to the director" style="border-bottom: 1px dotted #007bff !important;">Country Director and National Project Coordinator. The NPO will collaborate with ministries to design annual work plans and prepare budget proposals. They will monitor project progress, verify reports, and provide advice to ensure clarity and consistency in project activities. Additionally, the NPO will represent the project at conferences and workshops, draft official correspondence, and maintain positive relations with media to enhance project visibility. Other responsibilities include conducting site missions, briefing ILO specialists, and performing any other duties assigned by the supervisor.

Required Qualifications:
Candidates must possess a first-level degree in economics, business administration, management, social science, or a related field, along with demonstrated expertise in project management. A strong understanding of labor economics, skills development, and social policies is essential. Candidates should also have knowledge of the policy-making process and be able to communicate effectively in both oral and written forms. The ability to work independently and collaboratively in a multicultural environment is crucial, as is the capacity to handle pressure and meet deadlines.

Educational Background:
A first-level degree in a relevant field such as economics, business administration, management, or social sciences is required. This educational background should be complemented by practical experience in project management and implementation.

Experience:
At least two years of professional experience at the national level in project management, implementation, monitoring, and evaluation is required. Proven experience working with government bodies and development partners is considered an asset, as it demonstrates the candidate's ability to navigate the complexities of policy-making and project execution in a governmental context.

Languages:
Excellent command of English is mandatory, along with good knowledge of one of the national languages of Zimbabwe. This linguistic proficiency is essential for effective communication with stakeholders and for the successful implementation of project activities.
