Job Posting Organization:
The International Center for the Promotion of Human Rights (CIPDH) was established in 2009 as a Category 2 Center under the auspices of UNESCO. Its mission is to contribute to the protection of human rights and education in human rights, memory, research, international cooperation, and strengthening institutional capacities in these areas. The CIPDH operates with a focus on promoting democratic systems and consolidating all human rights, including civil, political, economic, social, cultural, and emerging rights. It aims to enhance the value of life, freedom, and human dignity.

Job Overview:
The consultant will be responsible for conducting an independent and external evaluation of the CIPDH's performance as a Category 2 Center under UNESCO. This evaluation will provide technical inputs to assess the relevance, effectiveness, sustainability, governance, and contribution of the CIPDH to UNESCO's strategic objectives. The evaluation will consider the Center's mandate, functions, results achieved during the analysis period, and its interactions with UNESCO, member states, and other national, regional, and international actors. The consultant is expected to deliver a comprehensive report that includes findings, conclusions, and recommendations to strengthen the Center's relevance and effectiveness.

Duties and Responsibilities:
  • Conduct a thorough evaluation of the CIPDH's performance against its objectives and functions, assessing its contribution to UNESCO's strategic goals in Social and Human Sciences.
  • Review the compliance of the Center's Agreement with the Comprehensive Strategy for Category 2 Centers under UNESCO and provide guidance for alignment if necessary.
  • Gather and analyze institutional, programmatic, financial, and results documentation from the period under review.
  • Conduct semi-structured interviews with representatives from UNESCO, the Center, member state authorities, institutional partners, beneficiaries, and other relevant stakeholders.
  • Compare the Center's practices with best practices from other Category 2 Centers under UNESCO.
  • Prepare and submit an Inception Report outlining the evaluation's understanding, methodology, sources of information, and work schedule.
  • Deliver a Draft Evaluation Report for review and comments, followed by a Final Evaluation Report incorporating feedback received.
  • Ensure that the evaluation adheres to principles of independence, impartiality, utility, transparency, confidentiality, human rights-based approaches, and gender sensitivity.

Required Qualifications:
  • Advanced degree in human rights, social sciences, public policy, evaluation, international relations, or related fields.
  • A minimum of 10 years of relevant professional experience.
  • Proven experience in designing, conducting, and writing institutional, programmatic, or public policy evaluations.
  • Experience working with international organizations, preferably within the United Nations system.
  • Excellent analytical and writing skills in both Spanish and English.
  • Demonstrated knowledge of human rights, gender, and inclusion.
  • No prior affiliation with the Center is required.

Educational Background:
Candidates must possess an advanced degree in relevant fields such as human rights, social sciences, public policy, evaluation, or international relations. This educational background is essential for understanding the complexities of human rights issues and the evaluation processes involved.

Experience:
Candidates should have at least 10 years of professional experience that is relevant to the position. This experience should include a strong background in conducting evaluations, particularly in institutional or programmatic contexts, and familiarity with the operations of international organizations, especially those within the UN system.

Languages:
Fluency in Spanish and English is mandatory, as the consultant will need to analyze documents and conduct interviews in both languages. Additional languages may be considered an asset but are not required.

The contract is expected to last for three months, from July to September 202
  • Interested candidates are required to submit a work proposal that includes their fees. The evaluation process will be coordinated by UNESCO, which will act as the technical focal point for the evaluator. The evaluation will involve a mixed-methods approach, combining qualitative and quantitative methods, and will require the evaluator to manage their work logistics, coordinate interviews, and deliver agreed-upon products within established timelines. UNESCO emphasizes the importance of securing high standards of efficiency, technical competence, and integrity in its hiring processes, and encourages applications from individuals from minority and indigenous groups, as well as persons with disabilities.
