Job Overview:
The National Project Coordinator (NPC) will play a crucial role in the implementation of the Resilient, Inclusive and Sustainable Supply Chains Project in Malaysia (RISSC-Phase II). This project, funded by the Ministry of Health, Labour and Welfare of Japan, aims to enhance the rubber supply chain in Malaysia by promoting labor governance, responsible business practices, and collaboration among supply chain stakeholders. The NPC will be responsible for overseeing all project activities in Malaysia, ensuring alignment with ILO policies and strategies, and working closely with various stakeholders, including government bodies, industry partners, and civil society organizations. The role requires a deep understanding of ILO standards and the ability to manage project implementation effectively, ensuring that the project meets its objectives and contributes to the broader goals of decent work and sustainable development in the region.

Duties and Responsibilities:
The NPC will be tasked with a comprehensive set of responsibilities, including:
  • Administering and managing the implementation of all in-country activities of the RISSC Phase II project in Malaysia.
  • Planning, supervising, and monitoring project activities to achieve objectives and outputs.
  • Ensuring effective management in accordance with ILO policies and procedures.
  • Providing timely and accurate information on program and budget matters for decision-making.
  • Coordinating with the Project's Advisory Committee and assisting in the preparation of meetings and engagement with partners.
  • Reviewing and analyzing relevant development plans, legislation, and socio-economic data to inform project activities.
  • Participating in the organization of conferences, workshops, and training sessions.
  • Preparing reports, briefs, and statistical data, and contributing to training and advocacy materials.
  • Monitoring and verifying the accuracy of project data and preparing progress notes on project implementation. 1
  • Identifying synergies with Malaysia's Decent Work Country Programme to enhance project impact.

Required Qualifications:
Candidates must possess a university degree in economics, management, social science, labour studies, development studies, business, law, or related fields. Demonstrated expertise or equivalent experience in project management and international labour standards is essential. Training in results-based planning, design, data collection, monitoring and evaluation methodologies, and project cycle management is considered an advantage. Candidates should also have a strong understanding of responsible business conduct and human rights due diligence, particularly in the context of global supply chains and sustainable enterprises.

Educational Background:
A university degree in a relevant field such as economics, management, social science, labour studies, development studies, business, or law is required. Additional training in project management methodologies, results-based planning, and evaluation techniques is highly desirable and will enhance a candidate's suitability for the role.

Experience:
A minimum of three years of relevant professional experience at the national level is required, preferably in project management related to international labour standards, responsible business conduct, or sustainable supply chains. Experience working with government entities, workers' and employers' organizations, and civil society is advantageous. Familiarity with Malaysia's rubber sector or export-oriented manufacturing is a plus, as is a proven ability to promote gender equality through project work.

Languages:
Excellent command of English and Bahasa Malaysia is mandatory, encompassing reading, writing, and listening skills. Knowledge of additional languages spoken by stakeholders in the Malaysian rubber sector would be beneficial and enhance communication within the project.

The position is a fixed-term contract for one year, with the possibility of extension based on various factors such as funding availability and project needs.
