Job Overview: The Finance and Admin Associate plays a crucial role in the Country Office (CO) by providing comprehensive financial and administrative services, including human resources functions. This position is essential for ensuring the effective and transparent utilization of financial resources while maintaining the integrity of financial services. The Associate will work under the guidance of the Country Representative and will be responsible for supervising the Finance Assistant, fostering a collaborative working relationship with other program and operations staff. The role requires a client-oriented approach consistent with UNFPA rules and regulations, and the Associate will be expected to demonstrate a results-focused mindset in interpreting financial policies and procedures. The Finance and Admin Associate will also act as an advisor to program/project staff and implementing partners, maximizing the impact of financial resources in delivering programs and projects effectively.
Duties and Responsibilities: The Finance and Admin Associate will be responsible for a wide range of duties, including but not limited to: supporting the monitoring of program financial performance by providing necessary financial information and analysis; managing operational aspects of program/project inputs such as personnel and sub-contracts; preparing and monitoring the administrative budget in accordance with UNFPA financial rules; managing the recruitment and selection process while applying best HR practices; implementing corporate systems and applications for finance and HR management; managing procurement operations for office and project equipment; developing mechanisms for monitoring program and project budgets; interpreting financial policies and providing training to staff; assisting in the management of the CO budget; reviewing charges for common services; and supervising administrative and clerical staff as required.
Required Qualifications: Candidates must possess completed Secondary Level Education as a minimum requirement. A first-level university degree in Finance, Business, Public Administration, or a similar discipline is desirable. Additionally, candidates should have a strong understanding of UNFPA financial rules, guidelines, and processes, and demonstrate a client-oriented, results-focused approach to financial management. Proficiency in current office software applications and web-based management systems is also required.
Educational Background: The educational background required for this position includes completed Secondary Level Education as a baseline. A first-level university degree in Finance, Business, Public Administration, or a related field is highly desirable, as it provides the foundational knowledge necessary for effective financial and administrative management within the organization.
Experience: Candidates should have a minimum of seven years of relevant experience in administration, finance, or office management. This experience should include a demonstrated ability to manage financial resources effectively, provide logistical support, and ensure compliance with financial policies and procedures. Familiarity with ERP financial systems and web-based management applications is also essential for success in this role.
Languages: Fluency in English is mandatory for this position, as it is the primary language of communication within UNFPA. Knowledge of other official UN languages is considered desirable and may enhance a candidate's profile, particularly in a diverse and multicultural work environment.
