Job Overview: The National Protection Officer (Humanitarian Protection) will play a crucial role in supporting the coordination and monitoring of humanitarian protection activities under the IOM's Humanitarian Protection sub-unit in Türkiye. This position requires close collaboration with various stakeholders, including the Deputy Chief of Mission, Senior Protection Coordinator, and other relevant units at Headquarters and Regional Offices. The incumbent will be responsible for ensuring that protection activities are implemented in accordance with IOM standards and donor requirements. The role involves monitoring progress, contributing to reporting and documentation processes, and developing tools and standard operating procedures (SOPs) related to protection activities. The officer will also engage in capacity-building initiatives and support the implementation of protection interventions, ensuring adherence to IOM protection standards and guidelines.
Duties and Responsibilities: The duties and responsibilities of the National Protection Officer include coordinating the implementation and monitoring of humanitarian protection activities, overseeing financial, logistical, administrative, and technical aspects in accordance with IOM policies. The officer will monitor the implementation of protection activities, document and evaluate results, and recommend corrective actions as necessary. They will provide technical guidance to staff, support case management processes, and ensure high-quality service delivery. The officer will also contribute to the development of SOPs, tools, and guidance related to vulnerability screening and referral processes. Additionally, they will coordinate data collection and analysis, prepare project reports, liaise with donors and stakeholders, and support community engagement activities. The officer will also plan and organize capacity-building activities and participate in relevant conferences and meetings.
Required Qualifications: Candidates must possess a Bachelor’s degree in Political or Social Sciences, International Relations, Development Studies, Migration Studies, Human Rights, Law, or related fields, along with four years of relevant professional experience. Alternatively, a Master’s degree in the aforementioned fields with two years of relevant experience is acceptable. Accredited universities are those listed in the UNESCO World Higher Education Database. Candidates should have experience in humanitarian protection programming, case management, and working with vulnerable populations, including migrants and refugees. Experience in GBV programming and project implementation is highly desirable, along with skills in capacity building and engagement with multiple stakeholders.
Educational Background: The educational background required for this position includes a Bachelor’s degree in relevant fields such as Political or Social Sciences, International Relations, Development Studies, Migration Studies, Human Rights, or Law. A Master’s degree in these fields is preferred, particularly for candidates with less professional experience. The educational qualifications must be from accredited institutions recognized by the UNESCO World Higher Education Database, ensuring that candidates have a solid academic foundation to support their professional roles.
Experience: The position requires candidates to have substantial experience in humanitarian protection programming, particularly in case management and emergency assistance. Candidates should have a proven track record of working with vulnerable populations, including migrants, refugees, and survivors of GBV. Experience in project implementation, monitoring, and reporting is essential, as is the ability to liaise effectively with government counterparts, UN agencies, and NGOs. Experience in capacity building and training on protection principles is also important, as well as familiarity with emergency or humanitarian settings.
Languages: Fluency in English and Turkish is mandatory for this position, both oral and written. Knowledge of additional languages is considered an asset, enhancing the candidate's ability to communicate effectively with diverse populations and stakeholders. IOM's official languages include English, French, and Spanish, but proficiency in Turkish is particularly critical for this role given the local context.
Additional Notes: The position is subject to funding confirmation and may involve travel related to project implementation and monitoring. The selection process may be used to fill similar positions in various duty stations, and recommended candidates will remain eligible for appointment for 24 months.
