The consultant will work on creating a database related to environmental linkages and will be expected to provide evidence-based recommendations for green productive transformation policies. This position is home-based, allowing for flexibility in work location while ensuring that the consultant meets the project's objectives and deadlines.

Duties and Responsibilities:
The consultant will be responsible for several key activities:
  • Develop a database on environmental linkages that includes matrices of multipliers and corresponding indices for variables such as production, employment, imports, value added, and environmental accounts (including emissions and resource use). This database will build upon existing national and environmental accounts.
  • Create a descriptive note for the environmental linkages database, documenting the construction process and the calculation methods for the derived indicators. This task requires analytical formulation and technical programming to generate new indicators.
  • Develop computational codes for calculating the indicators contained in the database.
  • Prepare an analytical document detailing the relationship between the country's productive structure and its environmental impact, incorporating policy recommendations based on empirical evidence. The consultant must ensure that all work is original and properly credited, and they must adhere to the editorial guidelines set by CEPAL. Additionally, the consultant is expected to maintain regular communication with the CEPAL team and deliver high-quality outputs in a timely manner.

Required Qualifications:
The consultant must possess a bachelor's degree in Economics or a related field, with a desirable specialization in environmental matters. A minimum of five years of relevant experience in economic development research is required. The consultant should have knowledge of input-output matrices and their applications for structural economic analysis. Proficiency in standard software applications, particularly MS Word, MS PowerPoint, and MS Teams, is essential, along with familiarity with computational tools such as R, Stata, or Python. Experience in environmental policy management and the development of frameworks for the Conference of the Parties (COP) is desirable.

Educational Background:
Candidates should have a bachelor's degree in Economics or a closely related discipline. A specialization in environmental studies or related fields is highly desirable, as it will enhance the consultant's ability to analyze and provide insights into the environmental aspects of economic structures.

Experience:
The position requires at least five years of relevant experience in research related to economic development. This experience should include a strong background in statistical analysis and the application of economic models, particularly in the context of environmental issues. Familiarity with environmental policy frameworks and the ability to engage with governmental and non-governmental stakeholders is also important.

Languages:
