Job Overview: The Political Affairs Officer will work in the Office of Political Affairs (OPA) under the supervision of the Head of the Office. The incumbent will be responsible for maintaining an up-to-date understanding of the political situation in Kosovo, particularly as it relates to the operational area for which they are responsible. This role involves gathering, selecting, and analyzing information from various communications and publications, as well as keeping abreast of the latest political trends and developments. The officer will compile and draft political situation reports for United Nations Headquarters (UNHQ) and produce notes and reports for the Special Representative of the Secretary-General (SRSG) as required. The position requires close collaboration with local staff to ensure high-quality reporting based on current information and insightful political analysis. The officer will also monitor political parties and dynamics in Kosovo, serve as a focal point for various planning and accountability systems, and attend discussions and workshops relevant to UNMIK's work. Overall, the role is crucial for providing technical and substantive support in the implementation of the mandates of the Office of Political Affairs and the Office of the Chief of Staff.
Duties and Responsibilities:
Maintain up-to-date knowledge of events relating to the political situation in Kosovo, particularly as they affect the operational area for which the staff member is responsible.
Gather, select, and analyze information contained in communications and publications.
Keep abreast of the latest political trends and developments and provide inputs on issues as tasked.
Compile and draft daily, monthly, and quarterly political situation reports to United Nations Headquarters (UNHQ) as required.
Produce notes to the files and other reports, including for the Special Representative of the Secretary-General (SRSG) if required.
Draft talking points and background notes as guided by OPA.
Work closely with local staff to produce high-quality reports based on up-to-date information and astute political analysis.
Produce timely, concise, well-written reports within the mandate of UNMIK.
Monitor Kosovo Albanian and Kosovo Serb political parties and dynamics. 1
Serve as a focal point on Comprehensive Planning and Accountability System (CPAS), Action for Peacekeeping Plus (A4P+), Results-Based Budgeting (RBB), and other tracking and reporting mechanisms. 1
Attend round table discussions, seminars, and workshops on subjects pertaining to the work of UNMIK. 1
Provide technical and substantive backup in the implementation of mandates of the Office of Political Affairs and Office of the Chief of Staff as required. 1
Maintain contacts with other components of the Mission and the UN Kosovo team, international partners, and government authorities on political, coordination, and policy matters. 1
Monitor actions taken by intergovernmental groups, UN organizations, government, and non-governmental organizations within the assigned area of responsibility. 1
Define work plan for the area assigned in accordance with established terms of reference. 1
Attend events related to the mandate of the Mission as required. 1
Coordinate work with staff members in OPA and other substantive offices of the Mission as needed.
Required Qualifications: The position requires a strong understanding of political affairs, particularly in the context of Kosovo. Candidates should possess excellent analytical skills, the ability to synthesize complex information, and strong writing skills to produce clear and concise reports. Additional training or certifications related to conflict resolution, peacekeeping, or human rights would be advantageous.
Experience: Candidates should have a minimum of 5 years of relevant professional experience in political affairs, international relations, or a related field. Experience working in a multicultural environment, particularly in a post-conflict setting, is highly desirable. Familiarity with the United Nations system and its operations, as well as experience in drafting reports and conducting political analysis, will be considered an asset.
Languages: Fluency in English is mandatory, both written and spoken. Knowledge of Albanian and Serbian is highly desirable, as these languages are essential for effective communication and engagement with local stakeholders. Proficiency in additional languages relevant to the region would be considered a plus.
Additional Notes: The position is based in Mitrovica, Kosovo, and may involve travel within the region. The living conditions in Kosovo are reasonable, with access to housing and basic amenities. The UNV Field Unit will assist in identifying suitable housing upon arrival. The role is full-time, and the incumbent will be expected to engage actively with various stakeholders in the region.
