Job Overview:
The position of Individual Consultant is aimed at providing technical support to implement the recommendations of the Internal Affairs Units (IAU). The consultant will be involved in the Project for Promoting Prosecution of Corrupt Practices through the Establishment of Anti-corruption Mechanism (PPCP). This role requires a deep understanding of anti-corruption mechanisms and the ability to translate recommendations into actionable strategies. The consultant will work closely with various stakeholders to ensure that the recommendations are effectively integrated into the existing frameworks and practices. The consultant is expected to have a strong background in governance and anti-corruption initiatives, as well as the ability to communicate effectively with local authorities and organizations.

Duties and Responsibilities:
The duties and responsibilities of the Individual Consultant include but are not limited to:
  • Assessing the current implementation status of the recommendations made by the Internal Affairs Units.
  • Developing a comprehensive action plan to address the recommendations, ensuring alignment with national policies and international best practices.
  • Collaborating with relevant stakeholders, including government agencies, civil society organizations, and international partners, to facilitate the implementation of the recommendations.
  • Providing training and capacity-building sessions for local authorities and stakeholders on anti-corruption practices and mechanisms.
  • Monitoring and evaluating the progress of the implementation, providing regular updates and reports to the UNDP and relevant stakeholders.
  • Identifying challenges and proposing solutions to enhance the effectiveness of the anti-corruption mechanisms in place.
  • Ensuring that all activities are conducted in compliance with UNDP policies and procedures.

Required Qualifications:
The required qualifications for this position include:
  • A strong understanding of anti-corruption frameworks and governance issues.
  • Proven experience in providing technical support or consultancy services in similar projects.
  • Excellent analytical and problem-solving skills.
  • Strong interpersonal and communication skills, with the ability to engage effectively with diverse stakeholders.
  • Familiarity with the legal and institutional frameworks related to anti-corruption in Sri Lanka.
  • Ability to work independently and manage multiple tasks effectively.

Educational Background:
The educational background required for this position includes a minimum of a bachelor’s degree in law, political science, public administration, or a related field. A master’s degree in a relevant discipline is preferred and will be considered an asset. Additional certifications or training in anti-corruption, governance, or public policy will also be advantageous.

Experience:
The level of experience needed for this position includes at least 5 years of relevant professional experience in governance, anti-corruption, or related fields. Experience working with international organizations, particularly in the context of UNDP projects, is highly desirable. The consultant should have a proven track record of successfully implementing similar projects and initiatives.

Languages:
The mandatory languages required for this position are English, Sinhala, and/or Tamil. Proficiency in these languages is essential for effective communication with stakeholders and for the successful implementation of the project. Additional language skills may be considered an asset but are not mandatory.

Additional Notes:
This position is classified as a National Consultant role, and only submissions from Sri Lankan individuals will be considered for evaluation. The contract duration is from July 2026 to December 2026, totaling 85 days of work. The consultant is expected to submit proposals directly through the UNDP supplier portal by the indicated deadline. This role is a full-time position, and compensation will be determined based on the qualifications and experience of the selected candidate.
