Job Overview: The consultant will conduct a policy analysis to assess how climate-related migration, displacement, and planned relocation can be better integrated into Sri Lanka’s national and sub-national climate and disaster-related policies, strategies, governance, and financing frameworks. This role involves building on existing national research and assessments to identify practical entry points for integrating human mobility considerations into climate change and disaster risk reduction policies. The consultant will support the development of actionable recommendations and policy integration pathways, contributing to a National Dialogue on Climate Mobility and informing high-level outcomes to support the implementation of climate mobility priorities in Sri Lanka. This consultancy is part of a sub-regional project funded by the European Union, aimed at strengthening governance of climate-related migration across seven countries in South Asia.
Duties and Responsibilities: The consultant will undertake several key tasks, including: 1) Reviewing and consolidating findings from existing analyses to identify priority policy entry points for integrating climate mobility. 2) Conducting targeted assessments of national frameworks such as the National Adaptation Plan (NAP) and Nationally Determined Contributions (NDCs) to examine integration of climate mobility considerations. 3) Identifying and validating climate mobility priorities through mapping existing evidence and stakeholder consultations. 4) Designing and facilitating structured consultations with stakeholders, including workshops and interviews. 5) Developing clear recommendations for integrating human mobility considerations into relevant policies and creating a governance-focused climate mobility action pipeline. 6) Ensuring that all consultations are inclusive and outcomes are documented effectively. 7) Delivering a final consolidated report that includes validated findings and inputs from the National Dialogue.
Required Qualifications: Candidates must have at least 8 years of experience in public policy analysis, climate governance, disaster risk reduction, or migration policy. They should demonstrate experience in conducting policy reviews and institutional analyses, with a strong understanding of Sri Lanka’s climate change and disaster management frameworks. Experience in facilitating multi-stakeholder consultations is essential. Candidates should possess an advanced degree in Public Policy, Climate Change, Law, Development Studies, Governance, or a related field. Strong analytical and report-writing skills are required, along with experience working with government institutions or UN agencies.

Additional Notes: The consultancy is part of a project titled 'Comprehensive Approach to Climate Mobility in South Asia' and will involve a series of deliverables over a six-month period. The consultant will be required to submit an inception report, consultation outputs, a mapping of existing climate mobility initiatives, a high-level outcome document, a policy integration paper, a governance-focused climate mobility action pipeline, and a final consolidated report. IOM covers consultants against occupational accidents and illnesses under the Compensation Plan, but does not provide evacuation or medical insurance for non-occupational accidents. Candidates must provide proof of their own medical insurance before commencing work. The appointment is subject to certification of medical fitness and compliance with residency or visa requirements.
