Job Posting Organization: The Nabni Building for Peace (B4P) Facility is a grant-making initiative focused on supporting peacebuilding and locally led reconstruction processes in conflict-impacted communities across the Middle East and North Africa (MENA) region. Established to work exclusively with local non-government organizations, Nabni operates under three main pillars: financing/grant making, technical assistance and capacity development, and knowledge exchange and learning. The overarching aim of Nabni is to strengthen social cohesion and promote peace, which is achieved through various initiatives including infrastructure rehabilitation, restoration of essential services, support for livelihood opportunities, and strengthening local governance. Currently, Nabni operates in Iraq, Yemen, and Syria, and is funded by the German Federal Ministry for Economic Cooperation and Development (BMZ) through the KfW Development Bank. The Nabni Facility Management Unit (FMU) is a small team primarily based in Jordan, hosted alongside the Norwegian Refugee Council’s MENA Regional Team.
Job Overview: The Finance Manager (FM) position is a key role within the FMU, responsible for leading effective finance management processes for Nabni and its partners. The FM will ensure that the finance setup and function of the FMU align with the standards set by the Norwegian Refugee Council (NRC), supporting the grant management cycle. This role involves designing and implementing financial assessment, monitoring, and reporting procedures for Nabni and its partners, ensuring compliance with NRC, Nabni, and donor best practices, policies, and guidelines. The FM will play a crucial role in achieving quality fund management and will be expected to contribute to the overall financial health and sustainability of the organization.
Duties and Responsibilities: The Finance Manager will have a range of specific responsibilities including: 1) Budgeting and Reporting: Developing and managing budgets, ensuring accurate reporting of financial data. 2) Accounting and Cashflow Management: Overseeing all accounting functions and managing cash flow to ensure financial stability. 3) analysis" style="border-bottom: 1px dotted #007bff !important;">Financial Analysis: Conducting financial analysis to inform decision-making and strategy. 4) Supporting Documentation, Financial Systems and Auditing: Ensuring that all financial documentation is accurate and compliant with relevant regulations, and supporting audits as necessary. 5) Line Management and Capacity Building: Managing finance team members and providing training and support to enhance their skills. 6) Partner Oversight and Monitoring: Monitoring financial activities of partners to ensure compliance with agreements and regulations. 7) Partner Capacity Development: Assisting partners in developing their financial management capabilities to ensure effective use of funds.
Required Qualifications: The ideal candidate for the Finance Manager position should possess a minimum of 4 years of experience working in a financial management role or a similar senior position within a humanitarian or recovery context. Fluency in both English and Arabic, both written and verbal, is mandatory. Candidates should have a university degree in finance, accounting, or a relevant field, along with excellent knowledge of computer software and modern accounting systems. Experience working within an NGO Grant Facility or familiarity with its operations is considered an asset. Additionally, prior experience supporting partnerships with local and national non-governmental or civil society organizations is mandatory, particularly if these partnerships were in the MENA region. Candidates should demonstrate knowledge of different financial regulations and compliance requirements across the MENA region, and experience in training or mentoring team members or partners on finance is highly valued. The ability to work under pressure, independently, and with limited supervision is essential, as is prior experience working with KfW-funded projects and knowledge of KfW requirements.
Educational Background: Candidates must hold a university degree in finance, accounting, or a related field. This educational background is crucial for understanding the complexities of financial management within the context of humanitarian aid and development work.
Experience: The position requires a minimum of 4 years of relevant experience in financial management or a similar senior role, particularly within humanitarian or recovery contexts. This experience should include a strong understanding of financial regulations and compliance requirements, as well as practical experience in managing budgets and financial reporting.
Languages: Fluency in both English and Arabic is mandatory for this position, with strong written and verbal communication skills in both languages being essential. Knowledge of additional languages may be considered an asset but is not required.
Additional Notes: The position is based in Amman, Jordan, and applicants must be legally eligible to work in Jordan, as the organization is unable to provide work permits or visa sponsorships. The contract duration is for 12 months, with the possibility of renewal based on funding and performance. The role may require travel up to 30% of the time.
