Job Overview: The Cash Voucher Officer will play a crucial role in the implementation of cash transfer programs aimed at providing financial assistance to beneficiaries. This position requires active community mobilization to ensure that beneficiaries can access monetary assistance effectively. The officer will support monitoring and evaluation activities related to cash transfers, report on achievements, and coordinate the targeting of beneficiaries. Additionally, the Cash Voucher Officer will contribute to the understanding and acceptance of the project within target areas, facilitate the establishment of beneficiary targeting committees, and address any challenges that may hinder project outcomes. The role also involves ensuring social inclusion, particularly gender considerations, in the establishment of committees and follow-up meetings. The officer will work closely with the monitoring and evaluation team to conduct studies and submit activity plans and reports to the supervisor, while maintaining relationships with authorities, leaders, partners, and communities.
Duties and Responsibilities:
Community Mobilization: Ensure community engagement and the retrieval of monetary assistance by project beneficiaries. Support monitoring and evaluation activities related to access to cash transfers. Report on achievements and coordinate the targeting of beneficiaries. Contribute to the understanding and acceptance of the project in target areas. Facilitate the establishment of beneficiary targeting committees in various project areas. Notify any aspects that may hinder project results and provide additional support as needed. Facilitate social inclusion, particularly gender aspects, in the establishment of committees and follow-up meetings. Assist the monitoring and evaluation team in conducting studies. Submit activity plans and reports to the supervisor. Manage and maintain relationships with authorities, leaders, partners, and communities.
Child Protection Responsibilities: Ensure controlled dissemination of information that may harm children while ensuring access to necessary information for staff in relevant positions. Disseminate and promote key principles in the ICT Policy and link them with Plan's Child Protection Policy to foster a safe environment for children in Plan's activities. Ensure that contracts and protocols with consultants and partners contain minimum standards for respecting children's rights to protection from violence. Facilitate understanding among key partners and organize working sessions for their representatives. Require feedback from supervised staff regarding partners and their behaviors towards children based on post-contract evaluations in collaboration with the Child Protection Advisor. Report attempts of abuse against children, including management of electronic tools, to the complaint mechanisms in place at Plan for necessary follow-ups. Conduct regular refresher sessions with the support of the Child Protection Advisor for staff to enhance sensitivity to child protection issues. Produce consolidated tools to highlight key elements in the IT Policy related to child safeguarding and provide reminders.
Gender Responsibilities: Work closely with the gender and advocacy technical advisor to conduct gender analysis during project identification and development, including in the early phases of emergency interventions. Ensure that all interventions in the sector include results, objectives, and indicators to adequately track, measure, and qualify their contribution to gender equality. Systematically use gender integration tools provided. Monitor and respect criteria for defining direct and indirect beneficiaries, ensuring at least 65% female participation in all program interventions. Ensure that the monitoring and evaluation framework for each project includes sex- and age-disaggregated data. Report any allegations or suspicions of sexual harassment within the organization.
Other Responsibilities: Contribute to the overall operations of Plan International-Haiti, including attending meetings and participating in activities as necessary. Share information and collaborate with colleagues to achieve main tasks and contribute to a positive team work environment. Ensure that activities undertaken on behalf of Plan International Haiti, both externally and internally, are executed in accordance with the organization's goals and policies. Perform any other tasks assigned by the direct supervisor or their delegate. Ensure that Plan International's global policies on child safeguarding and gender equality and inclusion are fully integrated in accordance with the principles and requirements of the policy, including applicable standards and guidelines for implementation in their area of responsibility. This includes ensuring that staff and associates are aware of and understand their responsibilities under these policies and the Code of Conduct of Plan International, their relevance to their work area, and that concerns are reported and managed according to appropriate procedures.
Required Qualifications: The ideal candidate should possess a diploma in social work, community development, or other related social sciences. Professional experience in community mobilization, cash transfer programs, and food voucher systems is essential. Candidates should have worked within an NGO or institution in a similar role for at least one year. Skills in facilitation and participatory methods (such as Child to Child, PRA, SARAR) are required. Strong writing skills and excellent oral and written communication abilities in French and Creole are mandatory, with English or Spanish being an asset. The candidate should demonstrate the ability to work with vulnerable groups (children, women, the poorest, and socially excluded individuals), conflict management skills, and competencies in participatory approaches and community development. Proficiency in computer tools and internet usage (Microsoft Word, Excel) is also necessary.
Educational Background: A diploma in social work, community development, or related social sciences is required for this position.
