Job Overview: The Programme Management Officer position is situated within the Planning and Finance Section of the Global Solutions Division at UN-Habitat in Nairobi, Kenya. This role is pivotal in implementing, monitoring, and evaluating programs and operations within the assigned functional area. The officer will report directly to the Chief of the Planning and Finance Section and will be responsible for facilitating the development and evaluation of programs/projects, conducting research, providing policy support, and assisting in various administrative tasks. The officer will also engage in outreach activities, contribute to training workshops, and participate in field missions, ensuring that the strategic objectives of UN-Habitat are met effectively. The position requires a proactive approach to problem-solving and the ability to work collaboratively with diverse stakeholders to achieve organizational goals.
Duties and Responsibilities: The Programme Management Officer will undertake a variety of responsibilities, including:
Collaborating with key clients to develop, implement, and evaluate assigned programs/projects, while monitoring and analyzing specific aspects of their development.
Conducting basic research on selected program aspects, collecting and analyzing data, and presenting findings.
Providing substantive support for policy coordination and evaluation functions, including reviewing emerging issues and participating in evaluations.
Assisting in consulting assignments by facilitating workshops and developing action plans.
Participating in survey initiatives and designing data collection tools.
Preparing various written outputs, such as background papers and analytical notes.
Supporting consultative meetings by proposing agenda topics and preparing necessary documents.
Engaging in outreach activities and contributing to training workshops.
Participating in field missions to provide support and collect data. 1
Coordinating budget-related activities and preparing relevant documents. 1
Offering strategic leadership and technical planning for infrastructure programs in crisis contexts. 1

Required Qualifications: Candidates must possess a strong understanding of urban development, planning, and design, with a minimum of two years of progressively responsible work experience in these areas. Experience in managing programs and projects, setting documentation standards, and preparing written outputs is essential. Familiarity with policy development and data analytics is desirable, along with the ability to work effectively in multicultural environments. The role demands a high level of professionalism, teamwork, and organizational skills, as well as the ability to manage conflicting priorities and deadlines.
Educational Background: An advanced university degree (Master's degree or equivalent) in Civil Engineering, Urban Planning, or a related field is required. Alternatively, a first-level university degree combined with two additional years of qualifying experience may be accepted. Successful completion of degree and non-degree programs in data analytics, business analytics, or data science is desirable, enhancing the candidate's qualifications for the role.
Experience: The position requires a minimum of two years of relevant work experience in urban development, planning, and design. Candidates should have experience in managing programs and projects, as well as in preparing various written outputs. Experience in policy development and data analytics is also beneficial, particularly in large multicultural environments.
Languages: English is the mandatory working language for this position, with a required proficiency level of UN Level II in reading, writing, listening, and speaking. French is considered a good to have language, but English proficiency is essential for effective communication within the UN Secretariat.
Additional Notes: This is a Fixed Term Limited position, initially for one year, with the possibility of extension subject to funding availability. The appointment is contingent upon the continued existence of the mandate and availability of funding.
