Job Overview: The Monitoring, Evaluation and Learning (MEL) Adviser plays a crucial role in ensuring effective MEL systems and processes within the organization. This position requires a dynamic and innovative individual with proven expertise in MEL, particularly in the context of development and post-conflict environments. The MEL Adviser will be responsible for developing and implementing MEL frameworks, tools, and guidance that align with the organization's objectives. This role also involves close collaboration with partners to enhance their MEL capabilities and ensure compliance with both NRC and donor requirements. The MEL Adviser will facilitate learning exchanges among partners, provide training and coaching, and support the overall capacity strengthening of staff and grantees. The position demands excellent coordination, diplomacy, and facilitation skills to foster effective communication and collaboration among diverse stakeholders.
Duties and Responsibilities: The key responsibilities of the MEL Adviser include:
Developing and implementing comprehensive MEL systems, tools, and guidance for the organization and its partners.
Supporting design" style="border-bottom: 1px dotted #007bff !important;">program design, proposal development, and donor grant management to ensure alignment with MEL requirements.
Delivering training, coaching, and capacity-strengthening initiatives for staff and partners to enhance their MEL competencies.
Conducting data quality and compliance assessments for partners, including validation and on-site monitoring.
Leading knowledge exchange and learning initiatives by analyzing data, facilitating lessons learned exercises, and producing MEL reports and dashboards.
Collaborating closely with the Head of Programme and Learning to support adaptive management learning exercises.
Ensuring compliance with NRC, Nabni, and donor policies and procedures related to MEL.
Required Qualifications: Candidates must possess a relevant university degree in social sciences, statistics, research, international development, economics, or a related field. A minimum of three years of experience in Monitoring, Evaluation, and Learning within an international organization is required, preferably in a development or post-conflict context. Applicants should demonstrate a strong understanding of MEL principles, data collection, and analysis methods, including both qualitative and quantitative approaches. Experience in peacebuilding and social cohesion MEL strategies is essential, along with a proven track record of developing and managing partnerships with local and national NGOs. Strong facilitation skills for capacity-building initiatives are also necessary, as well as proficiency in analytical software, including MS Office and potentially PowerBI.
Educational Background: The educational background required for this position includes a relevant university degree in fields such as social sciences, statistics, research, international development, or economics. This educational foundation is critical for understanding the complexities of MEL in humanitarian contexts and for effectively implementing MEL systems and processes.
Experience: Candidates should have at least three years of relevant experience in Monitoring, Evaluation, and Learning, specifically within international organizations. Experience in development and post-conflict settings is highly desirable, as is familiarity with MEL practices in peacebuilding and social cohesion initiatives. The ability to work in complex and rapidly changing environments is essential, as is prior experience in facilitating capacity-building for local partners.
Languages: Fluency in both English and Arabic, both written and verbal, is mandatory for this position. Proficiency in additional languages may be considered an advantage, particularly in the context of the MENA region.
Additional Notes: This position is based in Amman, Jordan, with frequent travel required in the MENA region, including Iraq, Syria, and Yemen. The contract is a fixed-term national contract for 12 months, with the possibility of renewal based on performance and funding availability. The role is classified as Grade 8 on NRC's grading structure, and the organization is committed to diversity and equal opportunities for all employees.
