The educational background should reflect a strong foundation in evaluation methodologies and principles, as well as an understanding of the UN's operational context.
Experience:
The position requires candidates to have at least 3-5 years of relevant experience in conducting evaluations, particularly of complex programs and themes. This experience should demonstrate the candidate's ability to engage with various stakeholders, analyze data effectively, and produce high-quality evaluation reports that meet UN standards. Familiarity with gender equality issues and the ability to conduct gender-responsive evaluations are also essential.
Languages:
Fluency in both English and Mongolian is mandatory for this position. Candidates must possess excellent oral and written communication skills, as well as strong reporting abilities. - This position involves conducting an independent evaluation that will provide evidence-based assessments of the UN's contributions to Mongolia's development priorities and the Sustainable Development Goals (SDGs). The consultant will be responsible for producing key deliverables such as an inception report, preliminary findings, and a final evaluation report, all of which will require collaboration with various stakeholders and adherence to UN evaluation guidelines. The consultant will also need to ensure that the evaluation process is transparent and credible, thereby enhancing the effectiveness of UN support in Mongolia.
Duties and Responsibilities:
The duties and responsibilities of the Evaluation Consultant include:
- Developing an inception report that outlines the evaluation approach, methods, and timeline.
- Conducting a preliminary analysis of the CF Theory of Change and preparing a detailed evaluation plan.
- Collecting and analyzing data through desk reviews and interviews with stakeholders.
- Producing a preliminary findings report and presentation in both English and Mongolian.
- Drafting and finalizing the CF Evaluation Report, which includes summary performance ratings, presentations, and infographics.
- Ensuring that the evaluation adheres to the UN Sustainable Development Cooperation Framework Evaluation Guidelines.
- Collaborating with the Evaluation Team Leader and other team members to ensure comprehensive coverage of UNCT activities.
- Translating the final report and presentations into Mongolian as needed.
- Engaging with stakeholders to disseminate findings and support decision-making processes.
Required Qualifications:
The required qualifications for the Evaluation Consultant position include:
- An advanced university degree in evaluation or relevant fields such as social sciences, economics, environment, sustainable development, law, or human rights.
- Strong knowledge of the five UN programming principles, including human rights, gender equality, environmental sustainability, results-based management, and capacity development.
- A minimum of 3-5 years of proven experience in conducting evaluations of complex programs and themes.
- Experience in gender analysis and gender-responsive evaluations.
- A good understanding of the SDGs and their implications for development cooperation.
- Familiarity with multilateralism and the role of the UN in development cooperation, particularly in the context of Mongolia.
- Knowledge of UN Reform and its implications at the country level.
- An in-depth understanding of at least one area of work of UNCT members.
