Job Overview: The National Consultant will lead an economic evaluation aimed at establishing financial benchmarks necessary for ensuring that survivors of intimate partner violence (IPV) receive adequate care without financial barriers. The consultant will be responsible for developing an inception report that outlines the methodology for the study, including data sources, sampling methods, and key indicators. The role involves conducting a cost analysis of health services for victims of violence, presenting preliminary results to stakeholders, and developing a policy brief that recommends a financing model for health services. This position requires a deep understanding of health economics and public health issues, particularly as they relate to gender-based violence and women's health.
Duties and Responsibilities: The consultant will undertake several key responsibilities, including: 1) Developing an inception report that details the methodology for the economic evaluation, including data sources, sampling methods, and key indicators. 2) Conducting a comprehensive cost analysis report based on the study findings, which will include estimations of costs for medical services related to injuries caused by gender-based violence (GBV). 3) Presenting preliminary results to key stakeholders to gather feedback and insights. 4) Creating a policy brief that outlines a recommended financing model for health services for victims of violence, incorporating stakeholder feedback and finalizing the report. 5) Ensuring that all deliverables are completed on time and meet the required standards of quality and comprehensiveness.
Required Qualifications: Candidates must possess an advanced university degree (Master’s degree or equivalent) in Public Policy, health economics, or a related field. A first-level university degree (Bachelor’s degree) combined with additional qualifying experience may also be considered. The consultant should have strong analytical skills, particularly in health economics and public health issues, and experience in writing policy briefs and research papers. Previous experience with development agencies or the United Nations is highly desirable.
Educational Background: An advanced university degree (Master’s degree or equivalent) in Public Policy, health economics, or a related field is required. Alternatively, a first-level university degree (Bachelor’s degree) with an additional two years of qualifying experience will be considered. The educational background should be complemented by relevant certifications or training in health economics or public health.
Experience: The position requires at least five years of professional experience in health economic research and public health issues for candidates with a Master’s degree, or seven years for those with a Bachelor’s degree. Extensive experience in conducting research related to health economics and public health is essential. Candidates should also demonstrate strong analytical skills, particularly in gender equality and violence against women, as well as experience in writing policy briefs and research papers.
Languages: Fluency in English and Bahasa Indonesia is mandatory for this position. Proficiency in additional languages may be considered an asset but is not required.
Additional Notes: This consultancy is home-based, allowing for flexibility in work arrangements. The consultant will be expected to engage with stakeholders remotely and may need to travel for meetings as required. The contract duration is until the completion of the study, with key deliverables due on specified dates throughout the project timeline.
