Job Overview: The National Consultant on PFM Strategy Development (NC11) is tasked with providing essential analytical, diagnostic, costing, and monitoring foundations that will support the Public Financial Management (PFM) Strategy of the Kyrgyz Republic. The role is crucial in ensuring that the PFM Strategy is not only evidence-based but also financially grounded and quantitatively rigorous. The consultant will be responsible for developing a robust monitoring and evaluation framework that will enable the Ministry of Finance to effectively track the progress of reforms and conduct future evaluations. This position requires close collaboration with other consultants, particularly NC10, and operates under the guidance of IC
The assignment is expected to last for a period of 24 months, during which the consultant will engage in various activities aimed at enhancing the PFM framework in Kyrgyzstan.
Duties and Responsibilities: The duties and responsibilities of the National Consultant on PFM Strategy Development include but are not limited to: conducting comprehensive analyses of the current PFM systems in Kyrgyzstan; developing diagnostic reports that identify key areas for improvement; creating cost estimates for proposed reforms; establishing a monitoring and evaluation framework that aligns with international best practices; collaborating with the Ministry of Finance and other stakeholders to ensure the strategy is effectively implemented; providing training and capacity-building support to government officials; preparing detailed reports and presentations on findings and recommendations; and ensuring that all outputs are delivered on time and meet the quality standards set by UNDP.
Required Qualifications: Candidates must possess a strong background in public financial management, economics, or a related field. They should have proven experience in developing financial strategies and frameworks, particularly in a governmental or international development context. Familiarity with the PFM systems in Kyrgyzstan or similar countries is highly desirable. Additionally, candidates should demonstrate strong analytical skills, the ability to work collaboratively with diverse stakeholders, and excellent communication skills, both written and verbal.
Educational Background: A minimum of a Master's degree in Public Administration, Economics, Finance, or a related field is required for this position. A PhD in a relevant discipline would be an advantage. Candidates should have a solid understanding of public financial management principles and practices, as well as experience in policy development and implementation.
Experience: The position requires a minimum of 5 years of relevant professional experience in public financial management, policy analysis, or a related field. Experience working with international organizations, particularly in the context of developing countries, is highly valued. Candidates should have a track record of successfully managing projects and delivering results in complex environments.
Languages: Fluency in English is mandatory, as all reports and communications will be conducted in this language. Knowledge of Russian or Kyrgyz would be considered an asset, as it would facilitate communication with local stakeholders and enhance the consultant's effectiveness in the role.
Additional Notes: This position is classified as an individual contractor role, and the contract duration is set for 24 months. The consultant will be expected to work full-time and may need to travel within Kyrgyzstan as required. Compensation will be commensurate with experience and qualifications, and benefits may include health insurance and other standard provisions offered by UNDP.
