Job Overview: The position of Consultant is integral to the digital transformation of the cultural sector in Ukraine, specifically focusing on the development and maintenance of electronic registers and digital services that enhance access to public services for citizens and businesses. The role involves working on the 'Diya.Engine' platform, which is a technological solution designed to facilitate the operation of state registers. The Consultant will be responsible for ensuring that the user interfaces of these registers are modern, intuitive, and accessible, thereby improving the overall user experience. This includes developing user-friendly UX/UI designs, integrating with backend services, and optimizing performance to meet modern web standards. The Consultant will play a crucial role in enhancing the quality and accessibility of electronic public services, ensuring that they are efficient and user-centric.
Duties and Responsibilities: The Consultant will undertake a variety of assignments aimed at the development, optimization, and maintenance of front-end components for electronic registers managed by the Ministry of Culture and Information Policy of Ukraine. Key responsibilities include:
Developing, maintaining, and optimizing user interfaces, web forms, and public dashboards for core state registers such as the Register of the Basic Network of Cultural Institutions and the State Register of Publishers.
Implementing user dashboards and administrative panels that comply with UI/UX standards for public digital services.
Integrating front-end components with backend services and ensuring proper data display and processing.
Working with APIs of state systems and registers to ensure seamless functionality.
Optimizing web application performance to ensure fast loading times and responsiveness.
Ensuring cross-browser compatibility and a mobile-first approach in design.
Testing, debugging, and maintaining front-end modules to ensure high-quality outputs.
Collaborating with DevOps engineers and technical administrators for system updates and technical support.
Improving interfaces based on user feedback and participating in the design of user interfaces tailored for cultural heritage and digital archives. 1
Collaborating with data curators to ensure accurate data visualization and high web accessibility for diverse user groups.
Required Qualifications: Candidates must possess a higher education degree in Information Technology, Digital Humanities, History, Archival Science, or related fields, along with proven practical experience in web development. The role requires at least 1-2 years of practical experience in front-end development or digital transformation projects, particularly in civic tech, GovTech, or digital preservation. Proficiency in HTML5, CSS3, JavaScript (ES6+), and an understanding of responsive web design are essential. Experience with modern JavaScript frameworks, REST APIs, and UX/UI principles is highly desirable. Candidates should also have experience in testing and performance optimization of web applications, as well as familiarity with version control systems like Git.
Educational Background: The educational background required for this position includes a higher education degree in relevant fields such as Information Technology, Digital Humanities, History, Archival Science, or similar disciplines. Candidates should have a strong foundation in web development principles and practices, supported by practical experience in the field.
Experience: The position requires candidates to have a minimum of 1-2 years of practical experience in front-end development or involvement in digital transformation projects. Experience in civic tech, GovTech, or digital preservation projects will be considered a significant asset. Candidates should demonstrate proficiency in relevant technologies and methodologies that support the role's responsibilities.
Languages: Fluency in Ukrainian is mandatory for this position, as the role involves working closely with local stakeholders and users. Knowledge of English is considered an asset, as it may facilitate communication with international teams and resources.
Additional Notes: The contract duration for this position is until 28 February 2027, and it is classified as an Individual Consultant (SSA) role. The work modality is a combination of remote and office-based tasks, with reporting responsibilities to both UNESCO and the Ministry of Culture of Ukraine.
