Job Overview: The Resident Advisor on External Sector Statistics (ESS) will play a crucial role in enhancing the statistical capacities of nine member countries of the Central Africa Regional Technical Assistance Center (AFC). This position involves developing and implementing strategies to compile and disseminate ESS in accordance with the Balance of Payments and International Investment Position Manual, sixth edition (BPM6), while also preparing these countries for the transition to BPM
The advisor will be stationed in Libreville, Gabon, and will work collaboratively with both the AFC team and IMF Headquarters staff, particularly those in the Balance of Payments Division. The role is expected to commence in late-October 2026, with an initial appointment of one year, subject to performance and funding availability.
Duties and Responsibilities: The Resident Advisor will have a diverse set of responsibilities aimed at strengthening the capacity of beneficiary countries in compiling and disseminating accurate ESS. Key duties include: organizing and delivering technical assistance (TA) missions and regional workshops focused on ESS; managing and supporting short-term experts during their TA missions related to balance of payments, international investment position (IIP), external debt, international reserves, remittances, and other ESS; facilitating collaboration among government and regional agencies to enhance the development of ESS; coordinating TA activities with the module manager based at IMF Headquarters and relevant IMF departments; maintaining the IMF’s Results-Based Management (RBM) log frames to track program objectives and outputs; and collaborating with other AFC resident advisors to build synergies across various TA areas.
Required Qualifications: Candidates must possess a post-graduate university degree in a relevant field such as statistics, economics, finance, business administration, or mathematics. Additionally, a proven record of strong analytical and technical skills in ESS statistical compilation and methodology is essential. Applicants should have a minimum of 10 years of practical experience in compiling and disseminating balance of payments, IIP, and external debt statistics. Experience in negotiating with country authorities, strong influencing and interpersonal skills, and a results-driven mindset are also required. Proficiency in both French and English, both orally and in writing, is mandatory, along with a willingness to travel extensively to project beneficiary countries.
Educational Background: A post-graduate university degree in a relevant discipline is required for this position. Relevant fields include statistics, economics, finance, business administration, mathematics, or other related areas. This educational background is crucial for understanding the complexities of external sector statistics and for effectively contributing to the development of statistical capacities in the member countries.
Experience: The position requires a minimum of 10 years of practical experience in the field of external sector statistics, specifically in compiling and disseminating balance of payments, international investment position, and external debt statistics. Candidates should also have experience in negotiating with country authorities and a demonstrated ability to influence and collaborate with various stakeholders. Experience in organizing and conducting training courses and workshops, as well as project management skills, are highly valued.
Languages: Proficiency in French is mandatory, as it is essential for communication with stakeholders in the region. Strong English communication skills, both oral and written, are also required. While not mandatory, fluency in Spanish and/or Portuguese would be considered an asset, enhancing the candidate's ability to engage with a broader range of stakeholders in the region.
Additional Notes: The initial appointment for the Resident Advisor position is for one year, with the possibility of extensions based on performance, business needs, and funding availability. The position is full-time and will require extensive travel to the project beneficiary countries.
