Job Overview: The position of Individual Consultant is focused on producing a comprehensive analytical report on the living conditions and challenges faced by internally displaced persons (IDPs) in Guatemala. This role is critical in utilizing the ENCOVI 2023 microdata to inform national policy, humanitarian response, and development cooperation. The consultant will be responsible for conducting a comparative analysis of IDPs against non-displaced individuals in various domains such as safety, education, living standards, and access to livelihoods. The final deliverable will include a detailed report and a policy brief aimed at advocating for the socio-economic stabilization and reintegration of IDPs into their communities. The consultant will work closely with the National Statistical Institute (INE) and UNHCR to ensure that the findings are relevant and actionable, contributing to the broader goals of improving the conditions for IDPs in Guatemala.
Duties and Responsibilities: The consultant will undertake several key responsibilities, including:
Producing an annotated outline and indicators for the report.
Conducting tabulations and presenting preliminary findings.
Drafting a comprehensive report that includes narrative, visuals, and statistical data.
Finalizing the report based on feedback from UNHCR and INE.
Preparing a policy brief that summarizes the socioeconomic conditions of IDPs.
Ensuring that the analysis is reproducible and that all analysis scripts are shared as part of the final deliverable.
Engaging in regular check-ins with UNHCR and INE to monitor progress and adjust the approach as necessary.
Utilizing data visualization tools to present findings in an accessible manner for policy audiences.
Required Qualifications: Candidates must possess an advanced degree in Statistics, Economics, Data Science, or a related field. They should have a minimum of 5 years of experience in quantitative analysis, survey data processing, and statistical modeling. Proficiency in programming languages such as R, Python, or Stata, as well as SQL and data visualization tools like Power BI, is essential. Familiarity with Sustainable Development Goals (SDG) indicators and durable solutions frameworks is desirable. Candidates with less than 5 years of experience will not be considered for this position.
Educational Background: The educational requirement for this position is a master's degree or higher in Statistics, Economics, Data Science, or a closely related field. This advanced educational background is crucial for understanding complex data sets and conducting thorough analyses that will inform policy and humanitarian responses.
Experience: The position requires a minimum of 5 years of relevant work experience in quantitative analysis, survey data processing, and statistical modeling. Candidates should have a proven track record of working with household surveys and in humanitarian contexts, which will be beneficial for understanding the unique challenges faced by IDPs in Guatemala.
Languages: Fluency in both English and Spanish is mandatory for this position. This bilingual requirement is essential for effective communication with stakeholders and for the accurate interpretation of data and findings.
