Job Overview:
The Programme Assistant will play a crucial role in supporting the implementation of two significant initiatives in Bangladesh: the ProGRESS Project and the SENSREC-DW Bangladesh Phase 4 Project. The ProGRESS Project, funded by Global Affairs Canada, aims to enhance female labor force participation through gender-responsive policymaking and skills development. The SENSREC-DW Project, in collaboration with the International Maritime Organization, focuses on improving occupational safety and health standards in the ship recycling industry. The Programme Assistant will provide essential administrative and programmatic support, ensuring the efficient delivery of activities that align with the goals of both projects. This position requires a proactive individual who can manage multiple tasks, coordinate with various stakeholders, and contribute to the overall success of the initiatives.

Duties and Responsibilities:
  • Assist in preparing project budgets, expenditure forecasts, and financial reports for both projects.
  • Process administrative tasks such as travel arrangements, procurement of equipment, and recruitment of local consultants.
  • Maintain comprehensive filing systems and databases for project-related documentation.
  • Classify and assign budget codes, verify and process payment claims, vouchers, and invoices.
  • Prepare payment vouchers ensuring accuracy and documentation of financial transactions.
  • Maintain custody of the petty cash account and make payments for approved transactions.
  • Serve as a key focal point for coordinating meetings and workshops with tripartite stakeholders.
  • Provide logistical and administrative support for the roll-out of Competency-Based Training (CBT) modules.
  • Assist in collecting and consolidating data for project monitoring and evaluation. 1
  • Organize stakeholder events and innovation forums to promote green skills and new technologies. 1
  • Liaise with ministries, ILO constituents, and implementing agencies for required clearances. 1
  • Perform other duties as assigned by the supervisor.

Required Qualifications:
Completion of secondary school education at a minimum, supplemented by technical or university-level courses in social science or a related field. Candidates should possess strong organizational skills, attention to detail, and the ability to work independently and as part of a team. Proficiency in standard office software and experience in handling confidential matters with discretion are essential. Supervisory experience is considered an asset, along with knowledge of the relevant project and program areas.

Educational Background:
Candidates must have completed at least secondary school education, with additional technical or university-level courses in social science or a related field being highly desirable. This educational background will provide the necessary foundation for understanding the complexities of enterprise development and skills training initiatives.

Experience:
A minimum of six years of relevant work experience in enterprise development and TVET/Skills Development is required. Experience within the United Nations Common System or an international organization is preferred. Candidates should have practical experience with standard office software and automated information management systems, as well as experience in dealing with confidential matters. Supervisory experience would be beneficial.

Languages:
Excellent knowledge of the working language of the duty station (Bengali) is mandatory, along with good knowledge of English. Proficiency in both languages is essential for effective communication and coordination with stakeholders.

Additional Notes:
This position offers a one-year fixed-term contract with the possibility of renewal based on various factors such as availability of funds and satisfactory performance. The recruitment process is subject to specific local recruitment criteria, and the ILO may only offer contracts to individuals with valid residency status and work permits in Bangladesh.
