Job Overview:
The Programme Management Officer (Customs) plays a crucial role in supporting the National Customs Services (NCS) and National Project Teams (NPT) in the implementation of customs automation and Single Window projects. This position requires a deep understanding of customs-related legislation and procedures, as well as the ability to analyze and propose solutions to enhance customs operations. The officer will be involved in various aspects of project management, including planning, monitoring, and evaluating projects, as well as providing substantive support during consultative meetings and training workshops. The role demands strong analytical skills, the ability to conduct independent research, and the capacity to work collaboratively with various stakeholders to achieve organizational goals.

Duties and Responsibilities:
The Programme Management Officer (Customs) will be responsible for a wide range of duties, including:
  • Participating in the development, implementation, and evaluation of UNCTAD/ASYCUDA and Single Window projects.
  • Monitoring and analyzing program/project development and implementation, identifying problems, and proposing corrective actions.
  • Conducting consulting assignments and facilitating workshops to assist clients in managing change.
  • Analyzing customs-related legislation and procedures for automation and Single Window implementation.
  • Researching and presenting information from diverse sources.
  • Assisting in policy development and preparing evaluations or research studies.
  • Supporting NCSs in preparing functional specifications for additional functionalities.
  • Advising NCSs on the functional aspects of ASYCUDA national extensions.
  • Designing data collection tools and interpreting responses from surveys. 1
  • Preparing written outputs, including reports and publications. 1
  • Providing support for meetings and conferences, including document preparation. 1
  • Conducting outreach activities and training workshops. 1
  • Participating in field missions and drafting mission summaries. 1
  • Coordinating budget and funding activities and preparing related documents. 1
  • Performing other duties as required.

Required Qualifications:
Candidates must possess a strong background in project or programme management, with a minimum of five years of progressively responsible experience in relevant areas. Knowledge of customs procedures and digitalization is essential. The ability to analyze complex issues, conduct independent research, and provide strategic advice is crucial. Candidates should demonstrate professionalism, teamwork, and client orientation, with a commitment to gender equality and diversity in the workplace.

Educational Background:
An advanced university degree (master’s degree or equivalent) in business administration, management, economics, or a related field is required. Alternatively, a first-level university degree combined with two additional years of qualifying experience may be accepted in lieu of the advanced degree.

Experience:
A minimum of five years of progressively responsible experience in project or programme management, administration, or a related area is required. Experience in digitalization of customs procedures and organizing functional training courses within governmental organizations is desirable. Additionally, experience working in an international environment, such as within the United Nations system, is preferred.

Languages:
French is required for this position, with a minimum proficiency level of UN Level II in reading, writing, listening, and speaking. English is desirable, as well as proficiency in other languages such as Chinese (Mandarin), Russian, Arabic, or Spanish at UN Level I. Candidates should be able to communicate effectively in both official languages of the United Nations.

This position is temporarily available for six months. If the selected candidate is a staff member from the United Nations Secretariat, the selection will be administered as a temporary assignment.
